Abstract

У статті представлена концепція проєкту, яка передбачає організацію роботи сучасного приватного багатопрофільного медичного закладу. Визначено, що реалізація даного проєкту передбачає фінансування проєкту за рахунок інвестиційних коштів. Встановлено, що проєкт є ефективним та прибутковим для впровадження, має інвестиційну привабливість, що підтверджено відповідними розрахунками та показниками. Доведено, що з метою розвитку приватного сектора в системі охорони здоров'я вважаємо за необхідне внесення змін і доповнень до чинного законодавства України про охорону здоров'я. З метою упорядкування законодавчої бази у сфері охорони здоров'я найдоцільнішим було б розроблення та схвалення Медичного кодексу України. Визначено, що сучасна нормативно-правова база державного управління приватного сектора у сфері охорони здоров'я України має бути зорієнтованою на різноспрямовані інтереси надавачів і споживачів медичної допомоги. Вважаємо, що удосконалення організаційно-правових засад державного управління розвитком приватного сектора у сфері охорони здоров'я в Україні може стати ключовим інструментом в реалізації державної політики в досліджуваній сфері. It is established that the development of entrepreneurial activity in the field of health care caused the creation of various private health care institutions, such as medical centers, firms, associations, individual offices, as well as multidisciplinary medical institutions and professional organizations, which aim to protect the interests of private health care institutions to improve the well-being and medical culture of the population. Therefore, in order to optimize the income structure, the creation of a multidisciplinary private medical institution, whose patients (clients) could receive medical assistance in the treatment of the most common diseases in Ukraine, is currently relevant. Found out that favorable conditions are created for the formation and development of the private sector in the field of health care in Ukraine. At the same time, the modern structure of private medicine does not meet the requirements of tomorrow. The presented concept of the project provides for the organization of the work of a modern private multidisciplinary medical institution. The implementation of this project involves the financing of the project at the expense of investment funds. The project is effective and profitable for implementation, has investment attractiveness, which is confirmed by relevant calculations and indicators. The goals of the project are high-quality medical care, improving the health of the population by creating a multidisciplinary private medical facility according to international standards. The opening of such an institution in 4 months, with a capital investment of UAH 2,256,000. And return of investments in 2.5 years. The main tasks of the project is choose an organizational and legal form of activity, find and prepare premises for the object, search for experienced, highly qualified personnel, purchase and install the necessary equipment, get a license, take measures to coordinate the mechanisms of the institution's work, interaction and communication of all personnel among themselves, organize an advertising campaign of a private medical institution. In order to develop the private sector in the health care system, we consider it necessary to introduce changes and additions to the current legislation of Ukraine on health care. In order to streamline the legislative framework in the field of health care, the most expedient would be the development and approval of the Medical Code of Ukraine. The modern regulatory and legal framework of state management of the private sector in the field of health care of Ukraine should be oriented to the multi-directional interests of providers and consumers of medical care.
