Особливості ресурсного забезпечення підприємств автомобільного транспорту та їх планування

Abstract

Наразі ресурсне забезпечення та планування діяльності автотранспортного підприємства є питанням з широкою науковою проблематикою. Це зумовлене тим фактом, що стандартні прийоми та способи, які використовуються для обгрунтування планових показників та створення інших матеріальних умов діяльності не інформативні. Відповідно, стаття висвітлює особливості ресурсного забезпечення підприємств автотранспортного підприємства та їх планування на основі умов транспортної задачі. У межах дослідження звернено увагу на той факт, що створення матеріальних та інших умов для перевезень пасажирів і вантажів забезпечується у межах взаємозв'язку між ресурсним забезпеченням, середньостроковим та короткостроковим плануванням діяльності підприємств автомобільного транспорту. Це зумовлено тим, що середньострокове планування орієнтоване на формування умов для здійснення перевезень за укладеними договорами у межах наявних ресурсів, а короткострокове планування орієнтоване на виконання об'ємно-календарних планів таких перевезень. Окреслені положення, представлені матеріали довели, що планові та ресурсні складові діяльності підприємств автомобільного транспорту взаємопов'язані. Оптимальний розподіл ресурсів для реалізації рішень на короткостроковому й середньостроковому рівнях потребує детального опису всіх процесів, користуючись з прийомів і способів формування та перетворення умов транспортної задачі. Перспективи подальших розвідок у даному напрямі полягають у розробці заходів з оптимізації системи ресурсного забезпечення автотранспортного підприємства на основі вирішення транспортного завдання за розподільчим методом. At present, the resource provision and planning of the motor transport enterprise activity is a matter with a wide scientific problem. This is because standard methods and methods used for substantiation of planned indicators and creation other material conditions of activity are not informative. The above article covers the peculiarities of resource provision of motor transport enterprise and their planning based on conditions of transport problems. Within the framework of the research, attention is oriented to the fact that the creation of material and other conditions for passenger and cargo transportation is provided within the framework of the relationship between resource provision, medium-term and short-term activities planning of the motor transport enterprise. This is because medium-term planning is oriented on the formation of conditions for transportation under the concluded contracts within the limits of available resources, and short-term planning is oriented on the implementation of volume-calendar plans of transportation. The research materials presented by the authors have proved that the planned and resource components of the activities of the motor transport enterprises are interrelated. The optimal allocation of resources for the implementation of solutions at short and medium-term levels requires a detailed description of all processes using methods and methods of forming and transforming conditions of transport problems. The authors pay attention that the transport task determines the most optimal transportation plan of cargoes and passengers from points of departure to destinations in a single mathematical model, which is based on incoming conditions, taking into account the whole array of orders. At the same time, the following task: forms the pre-defined procedure of transportation in which all orders will be fully fulfilled, and the total expenses for transportation of all cargoes are minimal or profit maximum; defines uniform and nonuniform orders; determines the cost and cycles of transportation on a single and an inhomogeneous order. The prospects of further developments in this direction lie in the development of measures for optimization of the system of resource provision of the motor transport enterprise based on the solution of the transport task by a distribution method.
