Проблеми ефективності та вектори модернізації фіскальної політики у галузі культури

Abstract

У статті розкриті проблеми фіскальної політики у галузі культури й запропоновані вектори її модернізації у контексті пошуку альтернативних джерел фінансових ресурсів для потреб її розвитку. Розглянуто інструментарій фіскальної політики у галузі культури та законодавчі новації щодо підтримки культурних індустрій. Обгрунтовано необхідність бюджетної підтримки мережі закладів культури та окреслено ризики повної комерціалізації їх роботи. Проаналізовані результати діяльності культури й обгрунтовано, що вони дисонують із динамікою бюджетного фінансування галузі. Це дало підстави резюмувати про недостатній інтерес до послуг закладів культури та їх невідповідність запитам суспільства. Сформульовано ряд пропозицій щодо підвищення ефективності управління бюджетними ресурсами у галузі й розширення масштабів залучення коштів недержавного сектору економіки для реалізації культурних проєктів. The article reveals the problems of fiscal policy in the sphere of culture and proposes vectors for its modernization in the context of finding alternative sources of financial resources for its development. The fiscal policy tools in the sphere of culture are considered and legislative innovations regarding the support of cultural industries. The necessity of budgetary support for the cultural institutions is substantiated. The risks of full functional commercialization of the cultural institutions are indicated. That may cause to access restrictions to cultural services for a significant part of the population. The results of cultural activity are analyzed and it is substantiated that they are inconsistent with the budget financing dynamics of the industry. There has been a low interest in visiting museums, theatres and concert venues in Ukraine in recent years. The authors emphasize non-objectivity of budget programs efficiency indicators in the sphere of culture in Ukraine, as they contradict the sociological studies results on the cultural services consumption and the level of domestic society cultural development. This gave reason to summarize the lack interest to the cultural institutions services and their inconsistency with the population needs. Some proposals have been formulated to increase of budgetary resources management efficiency in the culture industry and expand the scale of attracting funds from the non-state sector of the economy for the cultural projects implementation, such as: implementation the cultural management concept; introduction the programmatic principle of culture budget formation; optimization of cultural institutions quantity with their partial commercialization; removal of restrictions on the commercial services provision by cultural institutions; search for alternative sources and methods of cultural events financing. It is substantiated that the cultural institutions should intensify fundraising activities and attracts grants from donors for cultural and artistic events in the conditions of war and severe budget restrictions.
