Аналітико-синтетична переробка архівних джерел при дослідженні документаційного забезпечення органів влади в процесі евакуації під час Першої світової війни

Abstract

Питання, пов'язані з організацією та проведенням евакуації органів влади та документаційним процесом під час Першої світової війни, практично не досліджували. У сучасній українській та зарубіжній науці відсутні наукові праці, в яких би комплексно аналізувалися питання щодо нормативного та фінансового регулювання евакуаційних процесів у Західних губерніях, особливостей реалізації наказів військового командування. З'ясовано, що органи імперської влади не виключали можливості ведення воєнних дій з Австро-Угорщиною та Німеччиною. У зв'язку з цим, ще напередодні війни розробляли низку заходів, спрямованих на організацію евакуації державних установ, середніх навчальних закладів із прикордонних повітів, розробляли маршрути і визначали порядок вивезення майна. У процесі підготовки статті враховано, що органи державної влади та командування Південно-Західного фронту під час Першої світової війни були змушені координувати всі напрями своєї діяльності, але весь тягар матеріального та документаційного забезпечення евакуації впав на цивільну владу. Враховуючи прорахунки військового командування та відсутність взаєморозуміння досить часто евакуація відбувалася хаотично, а цивільні отримували розпорядження про її проведення з запізненням. На основі дослідження архівних джерел доведено, що відсутність координації під час війни на Волині, зміни нормативно-правового процесу проведення евакуації ускладнювали цей процес, а іноді й унеможливлювали. Враховано ту обставину, що під час ведення воєнних дій евакуйовувалися не лише державні установи, а також примусово виселялося цивільне населення з прифронтових повітів, а незібраний врожай знищували відповідно до наказів військового командування російської армії. Issues related to the organization and conduct of the evacuation of authorities and the documentation process of disasters during the First World War were practically not investigated. In modern Ukrainian and foreign science, there are no scientific works that comprehensively analyze the issues of regulatory and financial regulation of evacuation processes in the Western provinces, the specifics of the implementation of military command orders. It was found that the imperial authorities did not rule out the possibility of conducting military operations with Austria-Hungary and Germany. In this regard, even on the eve of the war, a number of measures were developed aimed at organizing the evacuation of state institutions and secondary educational institutions from the border counties, developed routes and determined the procedure for the removal of property. When preparing the article, it was taken into account that the state authorities and the command of the SouthWestern Front during the First World War were forced to coordinate all areas of their activities, but the entire burden of material and documentary support for the evacuation fell on the civilian authorities. Given the miscalculations of the military command and the lack of mutual understanding, quite often the evacuation took place chaotically, and civilians received orders to carry it out late. Based on the research of archival sources, it has been proven that the lack of coordination during the war in Volyn, changes in the regulatory and legal process of evacuation complicated this process, and sometimes made it impossible. We took into account the fact that during the hostilities, not only state institutions were evacuated, but also the civilian population was forcibly evicted from the front-line districts, and the unharvested crops were destroyed in accordance with the orders of the military command of the Russian army. Considerable attention is paid to the analysis of the financial support of various layers of civil servants and military personnel who were evacuated. It is also worth noting the fact that the rules of evacuation and payments have changed several times since the beginning of hostilities. When analyzing the documentation support, it was taken into account that evacuation orders were often issued late, which often made it impossible to carry out in full. Special attention is focused on the preparation for the evacuation in the fall of 1915 of those counties of Volyn that were not evacuated. Despite the fact that the order of its implementation was determined by the governor and senior officials, the last word remained with the military, who often made their own corrections. It is worth noting that in the region similar measures did not take place anymore in connection with the stabilization of the situation at the front. Another reason that made it impossible to follow the evacuation schedule was the disruption of the railway transport, which could not cope with the volume of military cargo transportation. the rapid offensive of the Austro-Hungarian and German troops in the summer of 1915.
