Досвід зарубіжних країн щодо інноваційно-інвестиційного розвитку держави у контексті забезпечення її зовнішньоекономічної безпеки

Abstract

В статті розглянуто досвід забезпечення розвитку зарубіжних країн у інноваційно-інвестиційній сфері як необхідну умову реалізації зовнішньоекономічної складової економічної безпеки. Встановлено риси інноваційного зростання та формування економічної політики у розвинених країнах. Виділено три моделі стимулювання інноваційно-інвестиційного розвитку європейських країн для розробки практичних рекомендацій щодо вдосконалення механізму публічного управління у сфері зовнішньоекономічної безпеки України (скандинавську, західноєвропейську та центральноєвропейську). Систематизовано засоби стимулювання інноваційно-інвестиційного розвитку розвинених країн світу у контексті забезпечення зовнішньоекономічної безпеки за критерієм визначення суб'єктів інноваційного процесу, серед них виділено: науково-дослідні організації; венчурний бізнес та інші джерела фінансування; підприємства, які ініціюють та здійснюють інноваційні зміни. The article examines the experience of ensuring the development of foreign countries in the innovation and investment area as a necessary condition for the implementation of the foreign economic component of economic security. In particular, the innovative development of the economy is currently one of the main state priorities of the domestic policy of the USA, Japan, the countries of the European Union and a number of countries in Southeast Asia. Features of innovative growth and formation of economic policy in developed countries are established. Among them, the following are highlighted: forecasting, definition of strategies and programming of national economic and technological development for the long term (not less than 15—20 years); participation in the formation of a single global scientific and technical space and market of high-tech goods; formation of national innovation systems integrated at the international level, etc. Three models of stimulating innovation and investment development of European countries have been identified for the development of practical recommendations for improving the mechanism of public administration in the field of foreign economic security of Ukraine. The Scandinavian model is a developed institutional environment; a high level of involvement of the business and public sectors in the financing of innovative development; the high role of the university sector in carrying out scientific research, etc. Western European model — constant improvement of the institutional environment; the predominance of the entrepreneurial sector in financing innovative development; a significant share of the university sector in the implementation of innovative development, etc. The Central European model is a developing institutional environment; a high share of the public sector in financing innovation and investment works from foreign sources; a significant share of the state sector in the implementation of innovative development, etc. Means of stimulating innovation and investment development of the developed countries of the world in the context of ensuring foreign economic security are systematized according to the criterion of determining the subjects of the innovation process, among them are highlighted: research organizations; venture business and other sources of financing; enterprises that initiate and implement innovative changes.
