Стратегічне планування розвитку територіально-виробничих систем професійно-технічної освіти як інноваційний механізм управління аграрного сектора України

Abstract

У статті обгрунтуванно теоретико-методичні і практичні положення, спрямовані дослідження проблем зміцнення економічної безпеки аграрного сектора за допомогою стратегічного планування розвитку територіально-виробничих систем професійно-технічної освіти як інноваційного механізму управління аграрного сектора України. Механізм взаємодії влади і аграрного бізнесу у сфері зміцнення економічної безпеки аграрного сектора в зарубіжних країнах реалізується досить давно і постійно вдосконалюється. Соціально значущі проблеми з урахуванням зростаючих потреб населення залишаються пріоритетними для механізму державно-приватного партнерства і адресовані задля зміцнення економічної безпеки аграрного сектора. Відмітна особливість взаємодії влади і бізнесу полягає в тому, наскільки ефективно державні інститути та керівництво аграрного бізнесу здатне запобігти появі внутрішніх і зовнішніх загроз і ліквідувати шкідливі наслідки окремих негативних складових зовнішнього і внутрішнього середовища. The mechanism of interaction between the government and agrarian business in the field of strengthening the economic security of the agricultural sector in foreign countries has been implemented for a long time and is constantly being improved. Socially significant problems, taking into account the growing needs of the population, remain a priority for the mechanism of publicprivate partnership and are addressed to strengthen the economic security of the agricultural sector. A distinctive feature of the interaction between government and business is how effectively state institutions and management of agrarian business can prevent internal and external threats and eliminate the harmful effects of certain negative components of the external and internal environment. The purpose of the study is to conduct a detailed scientific and practical substantiation of ways to strengthen the economic security of the agricultural sector with the help of territorial production systems in Ukraine and identify areas for improvement of this sector of the economy. The current mechanism for implementing measures through territorial production systems to strengthen the economic security of the agricultural sector is not sufficiently adapted to the national socio-economic space, and therefore there are certain disparities in the implementation of economic development of the country and regions. Current trends in the transformation of socio-economic space confirm the insufficient level of influence of current measures to strengthen economic security of the agricultural sector, and the presence of characteristic asymmetry of socio-economic development of the country and regions requires greater focus on modernization of regulatory instruments, including ways to strengthen economic security -production systems. In this paper we show that result of the study, further prospects for the implementation of alternative measures to strengthen the economic security of the agricultural sector through territorial production systems, found that each country is characterized by appropriate specifics in implementing measures to strengthen economic security of the agricultural sector, identified effective solutions to enhance implementation measures to strengthen the economic security of the agricultural sector through territorial production systems. The results of the study should be recommended by the legislative and executive authorities of Ukraine and its subjects in the development of state programs to support the strengthening of economic security of the agricultural sector through territorial production systems. ПОСТАНОВКА ПРОБЛЕМИ У ЗАГАЛЬНОМУ ВИГЛЯДІ Задля успішної реалізації територіально-виробничих систем, необхідна інтеграція зусиль і інтересів органів державної влади і приватного бізнесу для досягнення максимального результату в рамках даної співпраці задля зміцнення економічної безпеки аграрного сектора. На сучасному етапі становлення державно-приватне партнерство являється універсальним та ефективним механізмом, значення якого в країні постійно зростає, формуючи базис для розвитку економіки, а саме аграрного сектору, яке при ефективній структурі даного механізму і оптимальному виборі територіально-виробничих систем, у результаті його застосування буде вигідно для держави, аграрного сектору та для населення. Наявні диспропорції в економіці не дозволяють застосування ринкового саморегулювання галузей економіки для збільшення інвестиційної привабливості регіонів країни. З урахуванням погіршення в 2014 році ситуації у зовнішній економіці і кредитно-фінансовій сфері стає актуальним зміцнення економічної безпеки аграрного сектора за допомогою територіально-виробничих систем, що є важливою умовою формування ефективної економічної політики, підвищення інноваційності економіки та розвитку інфраструктури.
