Сталий розвиток сфери водопостачання та водовідведення в Україні : проблеми та перспективи

Abstract

В цій статті аналізується питання державної політики у сфері водопостачання та водовідведення з точки зору цілей сталого розвитку у цьому секторі, визначено ряд проблем та розглянуто перспективи їх вирішення. Автор статті аналізує досягнення Цілей сталого розвитку у сфері питної води та санітарії через сучасний стан безпечного, доступного та якісного водопостачання та водовідведення в Україні. Розглядаються проблеми обмеженого доступу населення до питної води, пов'язані із маловодозабезпеченістю країни, екологічні, фінансові, політичні та військові проблеми. Саме військове вторгнення росії в Україну спричинило руйнування та пошкодження водної інфраструктури Чернігівщини, Донеччини, Луганщини, Сумщини, Харківщини, Київщини, Миколаївщини та ін. регіонів України, та обмежило доступ до питної води для 6 млн українців. Описується проблема доступності послуг з водопостачання та водовідведення, як економічний критерій (рівень тарифів на послуги, який забезпечує фінансову стабільність підприємств водопостачання та водовідведення і є прийнятним для суспільства з економічної, соціальної та політичної сторін). Досліджується проблема безпечного водопостачання та водовідведення з урахуванням ризиків воєнного часу. This article analyzes the issue of state policy in the field of water supply and wastewater in terms of sustainable development goals in this sector, identifies a number of problems and considers the prospects for their solution. The author's analysis of the state policy in the field of water supply and wastewater of Ukraine exposed a number of risks in the implementation of Goal 6, which make it difficult for the country to achieve the established targets until 2030. The author of the article analyzes the achievement of the Sustainable Development Goals in the field of clean water and sanitation through the current state of safe, affordable and high-quality water supply and wastewater in Ukraine. The problems of limited access of the population to clean water, associated with the lack of water supply in the country, environmental, financial, political and military problems are considered. It was russia's military invasion of Ukraine that resulted in the destruction and damage to the water infrastructure of Chernihiv, Donetsk, Lugansk, Sumy, Kharkiv, Kyiv, Mykolaiv and other regions of Ukraine and limited access to drinking water for 6 million Ukrainians. The problem of accessibility of water supply and sanitation services is described as an economic criterion (the level of tariffs for services that ensures the financial stability of water supply and sanitation enterprises and is acceptable to society from the economic, social and political sides). The problem of safe water supply and wastewater is investigated, taking into account the risks of wartime. In the current state of the country, there are great risks for the water supply and wastewater system, the situation is unpredictable and it is necessary to constantly predict possible developments of events, prevent them if possible and respond to them accordingly. The development of measures to prevent and respond to all risks for water supply and wastewater should become an integral part of the state policy in the field of water supply and wastewater as part of building a risk management system.
