Забезпечення екологічної безпеки великого міста в контексті сталого розвитку

Abstract

У статті здійснено аналіз та охарактеризовано основні тенденції забезпечення екологічної безпеки великого міста у контексті сталого розвитку. Узагальнено проблеми екологізації притаманні всім великим містам світу в цілому та м. Києву зокрема. Обгрунтовано концептуальну ідею щодо виділення місцевого рівня у ієрархії: глобальна та державна безпека, як такої, що найбільш пов'язана із рівнем територіальних громад, оскільки більшість антропогенних факторів, які впливають на життєдіяльність людини, мають свій прояв саме на цьому рівні. Проаналізовано проблеми екологізації великих міст, серед яких: забруднення атмосферного повітря викидами підприємств енергетики та автотранспорту, забруднення поверхневих та підземних водних ресурсів, утилізація відходів, зменшення біорізноманіття навколишнього природного середовища та ін. На основі екологічного моніторингу запропоновано розробити комплекс екологічних карт міста (екологічного атласу міста), що дасть змогу ефективно вирішити питання не тільки екологізації транспорту, енергетичних об'єктів у місті, а й розміщення (перенесення) виробництв, як таких, які потребують дуже чистого довкілля (електроніка та ін.), так і тих, що забруднюють міське навколишнє природне середовище. The article analyzes and describes the main trends in environmental security of a large city in the context of sustainable development. The problems of greening are inherent in all major cities of the world in general and Kyiv in particular. The conceptual idea of ensuring the environmental security of the city in the context of sustainable development, which is to distinguish the local level in the hierarchy: global and national security, as the most related to the level of local communities, as most anthropogenic factors affecting human life, have their manifestation at this level. Problems of greening of large cities are singled out, among which: air pollution by emissions of energy companies and motor transport, pollution of surface and groundwater resources, waste disposal, reduction of environmental biodiversity, etc. It is proposed to develop a set of ecological maps of the city (ecological atlas of the city) on the basis of ecological monitoring, which will allow to solve effectively not only the greening of transport, energy facilities in the city, but also the location (relocation) as industries that require a very clean environment. (electronics, etc.) and industries that pollute the urban environment. It has been proven that the introduction of new environmentally friendly technologies, reducing resource and energy intensity of the city's economy, preventing pollution instead of eliminating its consequences, real environmental responsibility and full compensation for environmental damage, introduction of social responsibility of private entrepreneurship and involvement of the general public making environmentally sound decisions is one of the most important tasks today. To improve environmental safety in the capital, it is necessary to consistently implement a range of organizational, technical, innovative and other environmental measures with mandatory definition of the social optimum of environmental quality, which will be accompanied by increasing environmental costs and significantly increasing society's requirements for economical use.
