Фінансова політика держави в умовах економічних перетворень

Abstract

У статті розкрито питання сутності фінансової політики держави в умовах економічних перетворень. Показано вагому роль бюджету як інструменту соціально-економічного розвитку суспільства, механізму впливу державних видатків на обсяг сукупного попиту та випуску продукції, перспективного бюджетного прогнозування та планування. Вдосконалення фінансової політики держави має супроводжуватись покращенням рівня інституційного середовища фінансового механізму економічного зростання. Серед найбільш вагомих напрямів такого удосконалення можно виділити підвищення показника розвитку людського капіталу, збільшення частки високотехнологічної складової економіки, посилення стійкості фінансової системи країни, покращання дієвості впливу фінансових інструментів на темпи економічного зростання. Вагомим завданням є оптимізація бюджетного процесу, що сприятиме створенню умов для макроекономічної стабільності та стійкого зростання економіки. Фінансово-бюджетна політика дозволяє вирішувати завдання, що стоять перед країною на певному етапі суспільного розвитку, досягати необхідних макроекономічних пропорцій та прискорювати темпи економічного зростання. В умовах економічних перетворень вагомими завданнями системи бюджетного регулювання є підвищення ефективності та результативності використання бюджетних коштів. The article reveals the essence of the financial policy of the state in the conditions of economic transformations. It is determined that it is important to improve the budgetary institutional mechanisms aimed at increasing public investment in the implementation of prudent fiscal policy. One of these institutional mechanisms should be an effective and transparent system of public finance management, with integrated subsystems of financial and budgetary, social planning and forecasting. The important role of the budget as an instrument of socio-economic development of society, the mechanism of influence of public expenditures on the volume of aggregate demand and output, longterm budget forecasting and planning is shown. In order to fulfill the main tasks of forming a qualitatively new system of public finance management adapted to the requirements of the economy, increasing the efficiency and transparency of their use, achieving certain goals of socio-economic development of the country, it is necessary to continue work on improving the program-target method of budget planning, managers of budget funds, development of a system for evaluating the effectiveness of budget programs in terms of obtaining specific end results. Public financial institutions that influence the formation, distribution and redistribution of gross domestic product and national income must be subject to the relevant economic principles of public financial policy: centralization, unity, independence, balance, soundness, systematics, comprehensiveness and transparency. Improving the financial policy of the state should be accompanied by improving the institutional environment of the financial mechanism of economic growth. Among the most important areas of such improvement are increasing the rate of human capital development, increasing the share of high-tech components of the economy, strengthening the stability of the country's financial system, improving the impact of financial instruments on economic growth. An important task is to optimize the budget process, which will help create conditions for macroeconomic stability and sustainable economic growth. Fiscal policy allows to solve the challenges facing the country at a certain stage of social development, to achieve the necessary macroeconomic proportions and accelerate economic growth. In the conditions of economic transformations, the important tasks of the budget regulation system are increasing the efficiency and effectiveness of the use of budget funds.
