Проблемні аспекти державного управління наданням соціальних послуг у територіальних громадах

Abstract

У статті досліджено актуальні проблеми державного управління наданням соціальних послуг в об'єднаних територіальних громадах, а також шляхи його вдосконалення, оскільки прагнен¬ня до покращення ефективності діяльності державних органів є однією зі стратегічних завдань розвитку сучасного суспільства. Доведено, що підвищення ефективності діяльності органів дер¬жавного управління на рівні територіальних громад представляє собою цілий комплекс склад¬них взаємопов'язаних процесів, що включають у себе не тільки організаційні та структурні зміни в системі управління, але й вдосконалення механізмів здійснення повноважень та функцій державного управління. Визначено основні проблеми надання соціальних послуг у територіальних громадах, які пов'язані із запізнення юридичної підтримки захисних заходів, відсутністю або невідповідністю вимогам часу багатьох соціальних норм, без яких неможливо встановити пра¬вила та механізми надання соціальної підтримки. Висвітлено тенденції, що перешкоджають успішному розвитку вітчизняної системи державного управління наданням соціальних послуг, а саме: дефіцит фінансових ресурсів; нецільове використання коштів, що спрямовуються на вирішення соціальних проблем, а також корупція; неефективний облік потреб у наданні соц¬ іальних послуг. Визначено основні ключові напрями вдосконалення державного управління си¬стемою надання соціальних послуг, оскільки тільки за допомогою збалансованого державного механізму управління Україна зможе досягнути потрібного рівня соціального розвитку. The article examines the current problems of public administration of social services in the united territorial communities, as well as ways to improve it, as the desire to improve the efficiency of government agencies is one of the strategic objectives of modern society. It has been proved that improving the efficiency of public administration bodies at the level of territorial communities is a complex of complex interconnected processes, which include not only organizational and structural changes in the management system, but also improving mechanisms for exercising public authority and functions. The main problems of providing social services in territorial communities are identified, which are related to delays in legal support of protective measures, lack or non¬compliance with the requirements of many social norms, without which it is impossible to establish rules and mechanisms for providing social support. The tendencies that hinder the successful development of the domestic system of public administration of social services are highlighted, namely: lack of financial resources; misuse of funds aimed at solving social problems, as well as corruption; inefficient accounting of needs in the provision of social services. The main key areas for improving public administration of the social services system have been identified, as only with the help of a balanced state governance mechanism will Ukraine be able to achieve the required level of social development. The article emphasizes that the introduction of new methodological approaches to assessing the effectiveness of local governments is an important condition for achieving a high level and quality of life. The practical application of modern methodological approaches to assessing the effectiveness of public administration of social services at the local level ensures long¬-term planning and the provision of those services that meet the requirements of citizens. This helps to direct budget funds to socially necessary and economically justified goals, while increasing the correctness of management decisions, forms the responsibility of officials, which ultimately leads to higher living standards in various spheres of life.
