Державне регулювання запровадження економіки знань на основі online технологій в умовах пандемії COVID-19

Abstract

У статті доведено, що реалізація концепції економіки знань може бути спрямована на відродження та досягнення сучасного рівня промислового і науково-технічного потенціалу, підвищення якості людського розвитку. Визначено, що сучасні виклики глобалізованого світу мають суттєвий вплив на подальші методи реалізації запровадження економіки знань. Пандемія COVID-19 має вплив на всі аспекти життєдіяльності суспільства та економіка. Має вона суттєвий вплив і на розвиток освіти і науки. Сформульовано окремі напрями впливу пандемії на розвиток людства загалом та окремих функціональних сфер його діяльності. Визначено, що напрями діяльності органів державної влади співвідносяться із тенденціями загальносвітового розвитку освіти та науки. Органи державної влади ратифікують міжнародні документи, що спрямовані на формування нових методів організації освіти і науки в умовах пандемії, розробляють відповідні нормативні акти. The article identifies that among the scientific concepts that shape the country's competitiveness in world markets today is the leading concept of the knowledge economy. Directly in Ukraine, the implementation of this concept can be aimed at reviving and achieving the current level of industrial and scientific and technical potential, improving the quality of human development, creating opportunities for creative entrepreneurship. The authors determine that the main provisions of this concept have already been studied by scientists in other countries and in Ukraine, but the current challenges of the globalized world have a significant impact on further methods of implementing the principles of the knowledge economy. The COVID-19 pandemic has an impact on all aspects of society and the economy, it has a significant impact on the development of education and science. On the basis of the author's researches in the article separate directions of influence of a pandemic on development of mankind as a whole and separate functional spheres of its activity are developed. Such areas include the global consequences of the spread of coronavirus infection, the political consequences of the COVID-19 pandemic, the economic consequences of the pandemic, social consequences, the process of accelerated development of science with a reorientation of research to online technology. Online technologies are actively implemented in the field of education. The paper establishes that the activities of public authorities are correlated with the trends of global development of education and science. Public authorities ratify international instruments aimed at the formation of new methods of organizing education and science in a pandemic, develop regulations aimed at supporting and developing science and education in a pandemic. These regulations are aimed not only at organizing the work of scientists in the COVID19 pandemic, but also at creating conditions for disseminating information about the achievements of domestic scientists, providing opportunities to facilitate the process of establishing contacts between domestic scientists, research schools and foreign partners.
