Концепція стратегічного управління інноваційними проєктами в умовах розвитку знаннєвої економіки та децентралізації

Abstract

У статті розглянуто концепцію стратегічного управління інноваційними проєктами в умовах розвитку знаннєвої економіки та децентралізації. У результаті проведеного дослідження запропоновано концепцію менеджменту симультанного стратегування грошових потоків на основі удосконаленого адаптивного ітеративно-інкрементального підходу Agile-mix. Зазначена модель на основі добору оптимальної сукупності економічно вигідних інноваційних проєктів, заснованих на ефективному визначенні необхідного обсягу грошових коштів, дозволяє у процесі їх реалізації максимізувати прибутки усіх зацікавлених у цьому осіб. При оцінці економіко-математичної моделі симультанного стратегування грошових потоків у процесі здійснення інноваційної діяльності підприємств слід відзначити, що ітеративно-інкрементальний підход її побудови дозволяє врахувати вплив фактору невизначеності та швидкозмінності інституціонального середовища, а розрахунок економічної ефективності інноваційних проєктів на основі визначення показників чистого дисконтованого доходу сприяє більш точному прогнозуванню їх результату. Зазначене дозволяє в процесі прийняття управлінських рішень менеджерами проєктів визначати необхідність використання аутсорсингу в інноваційній діяльності, адаптувати розроблені сценарії реалізації проєктів та своєчасно приймати рішення в умовах розвитку знаннєвої економіки та децентралізації. As a result of the research the concept of management of simultaneous strategy of cash flows on the basis of the improved adaptive iterative-incremental approach Agile-mix is offered. This model based on the selection of the optimal set of cost-effective innovation projects, based on the effective determination of the required amount of money, allows in the process of their implementation to maximize the profits of all stakeholders. In addition, the proposed model serves as a tool for redistribution of financial, production and legal risks and negative environmental factors by monitoring them at intermediate stages of implementation of segments of the innovative project of the agricultural enterprise, as it performs selection functions within the strategy of developing innovative products having the lowest degree of risk of execution. When evaluating the economic-mathematical model of simultaneous cash flow strategying in the process of innovative activities of agricultural enterprises, it should be noted that the iterative-incremental approach to its construction allows to take into account the influence of uncertainty and variability of the institutional environment. more accurate prediction of their outcome. This allows in the process of making managerial decisions by project managers to determine the need to use outsourcing in innovation, to adapt the developed scenarios for project implementation and make timely decisions depending on how environmental factors change. Taking into account the indicator of net discounted income by segments of the innovation project provides space for managing internal changes of the enterprise and increases its adaptive capacity due to the ability to adjust operating costs and determine the feasibility of already implemented and planned segments in the intermediate stages of the innovation project.
