Поняття «локальної ідентичності» в категоріальному апараті науки державного управління

Abstract

У процесі децентралізації та визначені нових підходів до розвитку об’єднаних територіальних громад, особливого значення набуває проблема локальної ідентифікації. Якщо при міждисциплінарному підході маємо досить широкий спектр досліджень та визначень поняття «локальна ідентифікація», то у площині державного управління таких фундаментальних досліджень майже не знаходимо. Проблемним стає і саме визначення поняття, адже часто зустрічаємо в контексті синонімів поняття, які мають дещо інше значення. З огляду на зазначене, основною метою дослідження є визначення концепту «локальна ідентичність» в категоріальному апараті науки державного управління. Для досягнення мети були використані загальнонаукові та спеціальні методи, серед яких аналіз, узагальнення, порівняння, структурний метод. У результаті дослідження зроблені висновки, що локальна ідентичність є фундаментальним мотиватором до розвитку спроможних територіальних громад. Локальна ідентичність об’єднаної територіальної громади базується, як на цінностях, культурній спадщині, природних ресурсах, економічному потенціалі громади, так і на правах та обов’язках членів територіальної громади та сформованого на її основі місцевого співтовариства. Тому в сучасному стратегічному розвитку об’єднаних територіальних громад питанню локальної ідентичності має приділятися не менше уваги, ніж економічним чи соціальним чинниками. Адже, формування спроможної територіальної громади – це не лише управлінський апарат чи інноваційні методи управління, а й активні громадяни, які працюють на користь своєї громади. In the process of decentralization and the definition of new approaches to the development of united territorial communities, the problem of local identification becomes especially important. If in the interdisciplinary approach we have a fairly wide range of research and definitions of the concept of “local identification”, then in the field of public administration its hard to find such fundamental research. The very definition of the concept becomes problematic, because we often find it in the context of synonyms of the concept, which have a slightly different meaning. According to what is already mentioned, the main purpose of the study is to define the concept of “local identity” in the categorical apparatus of public administration science. To achieve this goal, general and special methods were used, including analysis, generalization, comparison, structural method. As a result of the research, it was concluded that local identity is a fundamental motivator for the development of capable territorial communities. The local identity of the united territorial community is based on the values, cultural heritage, natural resources, economic potential of the community, as well as on the rights and responsibilities of the members of the territorial and the local community. Therefore, in the current development of united territorial communities, a lot of attention should be paid not only to the economic or social factors but also to the issue of local identity. After all, the formation of a capable territorial community is not only an administrative apparatus or innovative management method, but also active citizens who work for the benefit of their community.
