Здобутки у галузі наукового забезпечення розвитку механізмів публічного управління у сфері запобіганнята протидії контрабанді в умовах європейської інтеграції

Abstract

Автором запропоновано розглядати механізми публічного управління у сфері запобігання та протидії контрабанді як сукупність організаційних, політичних, правових, інформаційних, безпекових та інших заходів держави, спрямованих на реалізацію стратегічних завдань у сфері економічної безпеки щодо забезпечення ефективності запобігання та протидії контрабанді. Розглянуто й охарактеризовано механізми публічного управління у сфері запобігання та протидії контрабанді, зокрема: організаційний, політичний, правовий, інформаційний та безпековий. Зауважено, що впровадження механізмів публічного управління у сфері запобігання та протидії контрабанді, дасть змогу підвищити конкурентоспроможність українських підприємств на внутрішньому ринку і зупинити подальший відтік робочої сили за кордон; зменшити фінансові збитки для державного бюджету та місцевих бюджетів, а також поширення неякісних та небезпечних товарів, які стають причиною інших проблем, не пов'язаних безпосередньо з економікою; покращити контроль на митниці і кордоні; активніше протидіяти корупції на митниці та в прикордонній службі. The article notes that the need to improve public administration in preventing and combating smuggling is due not only to the interests of domestic producers and reduce financial losses to the state budget and local budgets, but also to actively combat corrupt customs officers and border guards directly involving public officials lower-ranking border districts and oblasts in smuggling schemes used by local criminals. It was stressed that the introduction of effective public administration mechanisms in this area will create favorable conditions for foreign economic activity, maintain a proper balance between customs control and trade facilitation, development and improvement of the national border protection system, including implementation of European standards of border and customs security. reputation of our state in relations with international partners, will increase the image and authority of public authorities whose competence includes issues of combating smuggling, which will protect national interests in the economic sphere. The author proposes to consider the mechanisms of public administration in the field of prevention and counteraction to smuggling as a set of organizational, political, legal, informational, security and other measures of the state aimed at implementing strategic objectives in the field of economic security to prevent and combat smuggling. Mechanisms of public administration in the field of prevention and counteraction to smuggling are considered and characterized, in particular: organizational, political, legal, informational and security. It is noted that the introduction of public administration mechanisms in the field of preventing and combating smuggling will increase the competitiveness of Ukrainian enterprises in the domestic market and stop further outflow of labor abroad; reduce financial losses for the state budget and local budgets, as well as the spread of low- quality and dangerous goods that cause other problems not directly related to the economy; take measures to encourage participants in foreign economic activity to pay customs duties in good faith; improve customs and border controls; more actively combat corruption at customs and in the border service.
