Нечітка модель управління взаємодією зі стейкхолдерами в проєкті впровадження сіркополімерів уключові галузі економіки

Abstract

У статті пропонується модель для ідентифікації, аналізу та оцінювання стейкхолдерів проєкту впровадження сіркополімерів у ключові галузі економіки та формування стратегій взаємодії з ними на всіх етапах цього проєкту. Для вирішення поставленої проблеми застосовується модифікація моделі ASC (Accountability Scorecard) за допомогою засобів нечітко-множинної теорії та побудови нечіткої матриці "внески" — "стимули". Для оцінювання рівня "внесків" стейкхолдерів у розвиток проєкту та величини "стимулів" для цих зацікавлених сторін використовується лінгвістична семирівнева шкала з відповідними нечіткими числами в триангулярному вигляді та трикутними функціями належності. Запропоновані узагальнені стратегічні рекомендації щодо управління взаємодією зі стейкхолдерами для кожної з областей побудованої нечіткої матриці та механізм формування пропозицій по кожному стейкхолдеру на основі перспективного планування. Розроблений підхід може бути використаний при реалізації інноваційних та інвестиційних проєктів з метою розробки стратегії взаємодії та забезпечення ефективної співпраці з зацікавленими сторонами. The article focuses on the importance of solving the problems associated with the need to dispose of industrial waste by turning it into modern environmental, resource saving, reliable, and durable materials with high performance properties based on the use of innovative technologies. It is noted that this is one of the main modern priorities of the national economy, which is fully consistent with the European Green Deal. The article presents a study of the national multi-project of the introduction of sulfur polymers into key sectors of the economy for identification, analysis, and evaluation of its stakeholders at each stage of implementation. A possible toolkit for stakeholder analysis of the project and a roadmap for its application are considered. A model for identifying, analyzing, and evaluating the stakeholders of the sulfur polymers implementation project and forming the strategies of interaction with them at all stages of this project has been developed. To solve this problem, a modification of the ASC (Accountability Scorecard) model is used with the help of fuzzy set theory and the construction of a fuzzy matrix "contributions" — "incentives". The algorithm of the developed approach envisages the involvement of experts representing the most important areas of multi-project implementation, and the use of the Fuzzy Delphy procedure, if necessary, to reconcile their judgments. A linguistic sevenlevel scale with corresponding fuzzy numbers in triangular form and triangular membership functions is used to assess the level of stakeholders' contributions to project development and the value of incentives for these stakeholders. For each of the areas of the constructed fuzzy matrix, generalized strategic recommendations for managing of interaction with stakeholders at each stage of the project and the mechanism for forming appropriate proposals based on forward planning are proposed. The developed approach can be used in the implementation of innovation and investment projects to develop a strategy of interaction and ensure effective cooperation with stakeholders.
