Нормативно-правове забезпечення виконавської дисципліни в органах публічної служби

Abstract

У статті автором здійснено аналіз нормативно-правового забезпечення виконавської дисципліни в органах публічної служби, акцентовано увагу на необхідності забезпечення наскрізного перегляду нормативно-правових актів, що регулюють забезпечення виконавської дисципліни в органах публічної служби та їх кардинального оновлення з огляду на зміни, що відбулися у чинному законодавстві, яке регулює діяльність публічних службовців, що допоможе закріпити та розвинути в майбутньому рівень виконавської дисципліни на публічній службі. Доцільність дослідження нормативно-правового забезпечення виконавської дисципліни в органах публічної служби обумовлюється важливістю розвитку належного демократичного врядування в Україні, що сприятиме підвищенню репутації публічної служби в органах влади, зростанню іміджу публічного службовця, формуванню якісно нової системи публічної служби в Україні. Наукові підходи до понять "державна служба", "виконавська дисципліна", "державне управління" відображають нові, сучасні тенденції формування наукового дискурсу з цього питання у галузі знань 28 "Державне управління та управління" і водночас час може стати платформою для подальших висновків щодо напрямів зростання ефективності виконання дисципліни в органах державної служби. У статті також відображено класифікацію нормативно-правових актів, які направлені на підчищення якості та ефективності її в органах державної служби в Україні. In the article, the author analyzes the regulatory for ensuring performing discipline in public service bodies, focuses on the need to ensure the revision of regulatory legal acts regulating executive discipline in public service bodies and a fundamental update, taking into account the changes that have occurred in the current legislation regulating the activities of public authorities. employees, which will help to consolidate and develop in the future the level of performing discipline in the public service. The expediency of studying the regulatory and legal for ensuring executive discipline in public service bodies is determined by the importance of developing good democratic governance in Ukraine. This will help to improve the reputation of the public service in the authorities, to enhance the image of a public servant, and to form a qualitatively new system of public service in Ukraine. Scientific approaches to the concepts of "public service", "performing discipline", "public administration" reflect new, modern trends in the formation of scientific discourse on this issue in the field of knowledge 28 "Public administration and administration" and at the same time can become a platform for further conclusions regarding growth directions the effectiveness of performing discipline in public service bodies. These factors necessitate a thorough analysis of theoretical approaches to understanding the definitions; the study uses the formulation of one's own interpretation of the conceptual field and mechanisms for ensuring performing discipline in public service bodies in Ukraine. The article also reflects the classification of normative legal acts aimed at improving the quality and efficiency of performing discipline in public service bodies in Ukraine. One group regulates the content, essence of performing discipline, contains mechanisms for ensuring performing discipline in public service bodies. The second group of normative legal acts contains an analysis of ensuring the requirements for performing discipline and measures to further streamline public relations in this area of activity.
