Теоретичні підходи реформування механізмів публічного управління у сфері охорони здоров’я

Abstract

Стаття присвячена дослідженню теоретичних підходів та теорій щодо формування та розвитку механізмів публічного управління у сфері охорони здоров’я. Метою статті є аналіз теоретичних підходів щодо розвитку механізмів публічного управління у сфері охорони здоров’я для подальшого їх удосконалення в умовах реформування та трансформацій галузі. Обґрунтовано необхідність постійного оновлення складових механізмів публічного управління за умов сучасних трансформацій системи охорони здоров’я. Зроблено аналіз вітчизняних теоретичних наробок щодо визначення механізмів публічного управління у сфері охорони здоров’я та основних напрямів їх розвитку, що стало інформаційною базою для подальшої їх систематизації. На основі аналізу досліджень провідних науковців у галузі публічного управління охороною здоров’я України визначено основні механізми публічного управління у сфері охорони здоров’я в умовах реформування та трансформацій: інституційний, економічний, організаційний, правовий, фінансовий, інформаційний, кадровий, механізм державно-приватного партнерства. Основними результатами роботи стали висновки щодо визначення базових механізмів реалізації публічної політики у зазначеній галузі (інституційний, організаційний, економічний, кадровий, фінансовий, інформаційний, правовий, публічно-приватного партнерства). У висновках зазначено про необхідність удосконалення визначених механізмів публічного управління у сфері охорони здоров’я зважаючи на глобальні виклики (у формуванні стратегічних завдань), євроінтеграційні домовленості та пандемічні загострення в останні роки. Доведено, що формування нових стратегічних напрямів та завдань у сфері охорони здоров’я на глобальному та національному рівні, надасть змогу покращити вже працюючі механізми публічного управління у цій сфері. Співпраця з міжнародною та європейською спільнотою підвищить рівень взаємозв’язків та якості реалізації всіх державних заходів на різних рівнях у сфері охорони здоров’я. Запропоновані заходи дозволять забезпечити українське суспільство ефективною та доступною системою охорони здоров’я, що відповідає потребам населення України та міжнародним стандартам якості, та реалізацію реформи галузі. The article is devoted to the study of theoretical approaches and theories on the formation and development of public administration’s mechanisms in the field of health care. The aim of the article is to analyze the theoretical approaches to the development of public administration mechanisms in the field of health care for their further improvement in the context of reform and transformation of the industry. It is substantiated the necessity of constant updating of the constituent mechanisms of public administration under the conditions of modern transformations of the health care system. There is analysed the domestic theoretical developments on the definition of public administration’s mechanisms in the field of health care and the main directions of their development, which became the information base for their further systematization. Based on the analysis of research of leading scientists in the field of public health management of Ukraine, the main mechanisms of public administration are generalised in health care in the context of reform and transformation: institutional, economic, organizational, legal, financial, information, personnel, public-private mechanism partnerships. The main results of the work were conclusions on determining the basic mechanisms for implementing public policy in this area (institutional, organizational, economic, personnel, financial, information, legal, public-private partnership). The conclusions point to the need to improve certain public health governance mechanisms in the light of global challenges (in shaping strategic objectives), European integration arrangements and pandemic escalations in recent years. It is proved that the formation of new strategic directions and tasks in the field of health care at the global and national levels will improve the existing mechanisms of public administration in this area. Cooperation with the international and European community will increase the level of interconnections and the quality of implementation of all government measures at various levels in the fieldof health care. The proposed measures will provide Ukrainian society with an efficient and accessible health care system that meets the needs of the population of Ukraine and international quality standards, and the implementation of industry reform.
