Механізми забезпечення безпеки територіальної громади

Abstract

У статті розкрито сутність та особливості формування механізмів забезпечення безпеки територіальної громади в умовах сучасних суспільно-політичних трансформацій, загроз і викликів, зокрема в контексті децентралізації, воєнного стану та зростаючої ролі громадянського суспільства. Наголошено, що після впровадження реформи децентралізації в Україні територіальні громади, отримавши ширші повноваження та фінансову автономію, набули ключового значення у забезпеченні сталого розвитку держави. Зміцнення інституційної та ресурсної спроможності громад супроводжується зростанням їхньої відповідальності за безпекову ситуацію на місцях, особливо в умовах зростаючихзовнішніхі внутрішніх загроз.Демонструючиздатність оперативно реагувати на виклики, громади активно захищають об’єкти критичної інфраструктури, ефективно мобілізують наявні ресурси, забезпечують соціальну згуртованість і тим самим роблять вагомий внесок у збереження загальнонаціональної стабільності. Окреслено ключові аспекти нормативноправового, інституційного, організаційного та інформаційноаналітичного забезпечення безпеки на локальному рівні. Зазначено, що ефективність системи безпеки громади залежить від взаємодії органів місцевого самоврядування, національної поліції, добровольчих формувань, структур цивільного захисту, а також активної участі мешканців. Особливу увагу приділено аналізу загроз безпеці територіальних громад, серед яких – військова агресія, терористичні акти, техногенні аварії, кіберзлочинність, правопорушення, а також соціальна нестабільність. Розглянуто існуючі підходи до формування безпекової політики на місцевому рівні, зокрема через створення місцевих програм безпеки, розробку стратегій сталого розвитку, запровадження сучасних цифрових інструментів моніторингу та управління ризиками. У статті запропоновано модель комплексного механізму забезпечення безпеки громади, що поєднує правові, організаційні, комунікаційні та ресурсні елементи, а також наголошено на важливості міжсекторального партнерства, підзвітності влади громаді й адаптивного управління у кризових ситуаціях. Отримані результати можуть бути використані в діяльності місцевих органів влади, експертного середовища, дослідників та практиків у сфері публічного управління й безпеки. The article reveals the essence and features of the formation of mechanisms for ensuring the security of a territorial community in the conditions of modern socio-political transformations, threats and challenges, in particular in the context of decentralization, martial law and the growing role of civil society. It is emphasized that after the implementation of the decentralization reform in Ukraine, territorial communities, having received broader powers and financial autonomy, have acquired key importance in ensuring the sustainable development of the state. Strengthening the institutional and resource capacity of communities is accompanied by an increase in their responsibility for the security situation on the ground, especially in the conditions of growing external and internal threats. Demonstrating the ability to respond promptly to challenges, communities actively protect critical infrastructure facilities, effectively mobilize available resources, ensure social cohesion and thereby make a significant contribution to maintaining national stability. The key aspects of regulatory, institutional, organizational, and information-analytical security at the local level are outlined. It is noted that the effectiveness of the community security system depends on the interaction of local government bodies, the national police, volunteer groups, civil defense structures, and the active participation of residents. Particular attention is paid to the analysis of threats to the security of territorial communities, including military aggression, terrorist acts, man-made accidents, cybercrime, offenses, and social instability. Existing approaches to the formation of security policy at the local level are considered, in particular through the creation of local security programs, the development of sustainable development strategies, and the introduction of modern digital monitoring and risk management tools. The article proposes a model of a comprehensive mechanism for ensuring community security that combines legal, organizational, communication, and resource elements, and also emphasizes the importance of intersectoral partnership, accountability of authorities to the community, and adaptive management in crisis situations. The results obtained can be used in the activities of local authorities, expert circles, researchers and practitioners in the field of public administration and security.
