Доктрина політкоректності та її роль в публічному управлінні сучасного суспільства

Abstract

У статті здійснено аналіз доктрини політкоректності та її ролі в публічному управлінні сучасного суспільства. Визначено, що доктрина політкоректності є практикою прямої чи опосередкованоїзаборони на оприлюдненняпевнихфактів, вживання слів та висловлювань, що є образливими для певних груп. Тому тісно пов’язана з політикою, політичною культурою (прояви, якої в різних країнах відрізняється), публічним управлінням (щоб переконувати і спонукати аудиторію до «політично правильних» оцінок і дій). Охарактеризовано, що публічне управління є процесом реалізації владних функцій, щоб забезпечити ефективну взаємодію суб’єктів публічного управління із представниками громадянського суспільства за допомогою реалізації доктрини політкоректності. Показано, що доктрина політкоректності реалізується через нормативно-правові акти і готовності громадян діяти відповідно встановлених правил та правових норм. Підкреслено, що політкоректність, як спосіб життя, стиль мовної поведінки, що обмежує висловлювання політиків, державних діячів, табуює певні теми, що важливі у сучасній політичної, економічної, соціальній, культурній сфері, за допомогою запровадження суспільного кодексу мовної поведінки. Обґрунтовано, що доктрина політкоректності в сучасному суспільстві є невід’ємною частиною публічного управління сучасного суспільства і розуміється, як ідеологія що використовується для подолання дискримінації соціальних груп, засіб ефективної боротьби з нетерпимістю, упередженістю і несправедливістю; як мовно-поведінковий інструмент політичного, владного контролю, маніпуляції і перешкоди для свободи слова; як дії, що спрямовані на захист почуттів тих, хто позбавлений рівних можливостей у порівнянні з іншими членами суспільства; як суспільний кодекс поведінки, елемент політичної культури. Подальшого вивчення в сучасних умовах потребує дослідження європейського досвіду запровадження доктрини політкоректності в процесі комунікації влади й громадськості в публічному управлінні.

The article analyzes the doctrine of political correctness and its role in the public administration of modern society. It is established that the doctrine of political correctness involves the direct or indirect prohibition of disclosing certain facts and using words and expressions that are offensive to certain groups. Therefore, it is closely related to politics, political culture (which varies from country to country), and public administration (as it persuades and encourages the audience to make ‘politically correct’ assessments and actions). The author characterizes public administration as a process of exercising govermental functions in order to ensure effective interaction between public administration entities and representatives of civil society through the implementation of the doctrine of political correctness. It is demonstrated that the doctrine of political correctness is enforced through legal acts and the citizens willingness to comply with the established rules and legal norms. The article highlights political correctness as a way of life and a style of speech behavior which restricts politicians` and public fi gures statements and places taboos on certain topics which are important in the modern political, economic, social and cultural spheres by introducing a public code of speech behavior. It is substantiated that the doctrine of political correctness in modern society is an integral part of public administration and is understood as an ideology used to overcome discrimination of social groups, a tool for combating intolerance, prejudice and injustice; as a linguistic and behavioural instrument for political and governmental control, manipulation and obstruction of freedom of speech; as actions aimed at protecting the feelings of those who are deprived of equal opportunities compared to other members of society; as a social code of conduct and an element of political culture. Further study should focus on the European experience in implementing the doctrine of political correctness in the process of communication between the government authorities and the public in public administration.
