Роль світового досвіду у сфері реалізації та вдосконалення соціальної та гуманітарної політики в Україні

Abstract

Cтаття присвячена питанню запровадження світового досвіду у різних аспектах соціальної та гуманітарної політики в Україні. Актуалізація цієї проблематики зумовлена тим що соціальна та гуманітарна політика ЄС не обмежується лише питаннями діяльності, розв'язанням соціогуманітарних проблем, що виникають, і виправлення несприятливої ситуації, але покликана прогнозувати та регулювати їх. В той же час із матеріальними коштами та планами соціогуманітарної допомоги реалізуються програми з подолання соціальних конфліктів, провадяться профілактичні заходи в галузі соціальної екології, включно з гуманітарними питаннями регулювання відносин людини та суспільства, стратегії бізнесу, рівня розвитку. Акцентовано увагу на соціальному захисті громадян що показано на прикладі досвіду Австрії, Бельгії, Німеччини та здійснено порівняння із аналогічними питаннями в Україні. Зазначено що країни із соціально орієнтованою економікою реалізують сучасні підходи до реалізації політики соціального захисту. Німецька система соціального забезпечення виглядає достатньо сильною за міжнародними стандартами. Її основу складають самостійні системи соціальних гарантій, що фінансуються за рахунок відрахувань із заробітної плати. Система соціального забезпечення в Німеччині регулюється Соціальним кодексом. Соціальне страхування у Бельгії є важливим елементом системи соціального забезпечення і фінансується на основі соціальної солідарності. Швецька модель здійснює соціальну політику, спрямовану на вирівнювання доходів населення та підтримку загальної зайнятості. Соціальна солідарність є найбільшою цінністю Швеції. Виплати здійснюються з податків, якими наповнюються державний і місцеві бюджети. Констатовано що основними проблемами соціального та гуманітарного розвитку в Україні є: по-перше низька адресність соціальних виплат; по-друге невідповідність розміру допомоги реальним можливостям її надання; по-трете наявний дефіцит пенсійного фонду; по-четверте залишковий принцип фінансування медичної допомоги. Зроблено висновок про те що державна соціальна політика має бути спрямована на соціальне страхування, соціальну допомогу, житлові програми, охорону здоров'я, освіту. Такі соціально орієнтовані сфери діяльності в країні, як харчова та легка промисловість, які виробляють життєво важливі для людини товари та продукти. В свою чергу гуманітарна політика має визначальний вплив на конкурентну стратегію держави на світовому ринку та конкурентоспроможність національної економіки, оскільки забезпечує розвиток людського потенціалу, соціальну стабільність у суспільстві та покращення інвестиційно-інноваційного клімату в країні. The article is devoted to the issue of the introduction of world experience in various aspects of social and humanitarian policy in Ukraine. The actualization of this issue is conditioned by the fact that the social and humanitarian policy of the EU is not limited to issues of activity, the solution of emerging socio-humanitarian problems, and the correction of an unfavorable situation, but is designed to predict and regulate them. At the same time, with material funds and plans for socio-humanitarian aid, programs to overcome social conflicts are being implemented, preventive measures are being taken in the field of social ecology, including humanitarian issues of regulating human-society relations, business strategies, and the level of development. Attention is focused on the social protection of citizens, which is shown on the example of the experience of Austria, Belgium, and Germany, and a comparison is made with similar issues in Ukraine. It is noted that countries with a socially oriented economy implement modern approaches to the implementation of social protection policy. The German social security system appears to be quite strong by international standards. It is based on independent systems of social guarantees financed by deductions from wages. The social security system in Germany is regulated by the Social Code. Social insurance in Belgium is an important element of the social security system and is financed on the basis of social solidarity. The Swedish model implements a social policy aimed at equalizing the incomes of the population and supporting general employment. Social solidarity is Sweden's greatest value. Payments are made from taxes that fill state and local budgets. It was established that the main problems of social and humanitarian development in Ukraine are: firstly, low targeting of social payments; secondly, the inconsistency of the amount of assistance with the real possibilities of its provision; thirdly, there is a deficit of the pension fund; fourthly, the residual principle of financing medical care. It was concluded that the state social policy should be aimed at social insurance, social assistance, housing programs, health care, and education. Such socially oriented spheres of activity in the country as food and light industry, which produce goods and products that are vital for humans. In turn, humanitarian policy has a decisive influence on the competitive strategy of the state in the world market and the competitiveness of the national economy, as it ensures the development of human potential, social stability in society and improvement of the investment and innovation climate in the country.
