Механізми реалізації культурної дипломатії в сучасних умовах

Abstract

Стаття присвячена комплексному дослідженню інноваційних і традиційних підходів до реалізації культурної дипломатії, враховуючи сучасні глобальні виклики, такі як глобалізація, цифровізація, геополітичні конфлікти та інформаційні війни. У статті розглядаються теоретичні основи культурної дипломатії, що включають історичну еволюцію концепції та сучасні моделі реалізації, які поєднують традиційні та новітні інструменти. Особливу увагу приділено аналізу існуючих механізмів культурної дипломатії, що включають культурні обміни, організацію виставок, фестивалів, освітніх програм та діяльність культурних інститутів. Розглянуто інноваційні підходи, такі як використання цифрових технологій, соціальних медіа та штучного інтелекту, що відкривають нові можливості для культурного обміну та зміцнення міжнародного впливу держави. У статті також акцентовано увагу на значенні партнерства держави з недержавними а?кторами, включаючи неурядові організації, культурні інститути та приватний сектор, для мобілізації ресурсів та експертизи у реалізації культурних проєктів. Дослідження сучасних викликів та загроз, таких як геополітичні конфлікти, зокрема воєнна агресія Російської Федерації проти України, підкреслює важливість культурної дипломатії як інструменту боротьби за міжнародну підтримку, мобілізацію міжнародної солідарності та донесення правдивої інформації про події в країні. Розглянуто роль кібербезпеки та захисту інформаційного простору у забезпеченні ефективності культурної дипломатії в умовах зростання цифрових загроз. У статті аналізуються перспективи розвитку культурної дипломатії, включаючи інтеграцію культурної дипломатії у зовнішню політику держави, розвиток міжнародних партнерств та обмін досвідом, а також прогнозування розвитку у контексті глобальних трендів. Наголошено на необхідності розробки національних програм, що враховують специфіку національної культури, історичний контекст та сучасні глобальні тенденції. Зазначено, що активна участь дипломатичних місій та консульств є одним із ключових елементів успішної реалізації культурних ініціатив за кордоном. The article is devoted to a comprehensive study of innovative and traditional approaches to the implementation of cultural diplomacy, taking into account current global challenges such as globalisation, digitalisation, geopolitical conflicts and information wars. The article discusses the theoretical foundations of cultural diplomacy, including the historical evolution of the concept and modern models of implementation that combine traditional and modern tools. Particular attention is paid to the analysis of existing mechanisms of cultural diplomacy, including cultural exchanges, organisation of exhibitions, festivals, educational programmes and activities of cultural institutions. Innovative approaches, such as the use of digital technologies, social media and artificial intelligence, are considered, which open up new opportunities for cultural exchange and strengthening the international influence of the state. The article also focuses on the importance of the state's partnership with non-state actors, including non-governmental organisations, cultural institutions and the private sector, to mobilise resources and expertise in the implementation of cultural projects. The study of modern challenges and threats, such as geopolitical conflicts, in particular the military aggression of the Russian Federation against Ukraine, emphasises the importance of cultural diplomacy as a tool for fighting for international support, mobilising international solidarity and conveying truthful information about events in the country. The role of cybersecurity and protection of the information space in ensuring the effectiveness of cultural diplomacy in the context of growing digital threats is considered. The article analyses the prospects for the development of cultural diplomacy, including the integration of cultural diplomacy into the foreign policy of the state, the development of international partnerships and the exchange of experience, as well as forecasting development in the context of global trends. The author emphasises the need to develop national programmes that take into account the specifics of national culture, historical context and current global trends. It is noted that the active participation of diplomatic missions and consulates is one of the key elements of successful implementation of cultural initiatives abroad.
