Чинники та особливості державного регулювання ринку житла в Україні в умовах війни

Abstract

Повномасштабне військове вторгнення Російської Федерації на територію суверенної та незалежної України спричинило появу нових викликів та небезпек, що чинять значний дестабілізуючий вплив на економіку, політику та суспільство країни. В умовах запровадження воєнного стану та ведення активних бойових дій на значних територіях України загострюються проблеми забезпечення населення житлом, адже значна його частка втратила місце проживання через масштабні руйнування житлової інфраструктури та залишила житло внаслідок вимушеної необхідності виїзду із зони бойових дій та окупації країною-агресором. За таких умов посилюється вагомість проблеми забезпечення державного регулювання ринку житла в Україні та реалізації права населення на одержання належних умов проживання. Окреслені тенденції потребують поглибленого вивчення особливостей сучасного стану державного регулювання ринку житла в Україні та виявлення найбільш вагомих чинників його реалізації в умовах війни. У статті визначено сутність державного регулювання ринку житла в Україні та досліджено його особливості в умовах війни. Проаналізовано стан вітчизняного ринку житла та виявлено незадовільні показники його функціонування та розвитку. Окреслено основні чинники державного регулювання ринку житла в Україні в умовах війни, які поділяються на політичні, економічні, соціальні та технологічні. Запропоновано основні заходи удосконалення механізмів державного регулювання ринку житла в Україні, зокрема, удосконалення правового адміністративноорганізаційного механізму; спрощення дозвільної процедури житлового будівництва; удосконалення методичного інструментарію формування механізму державного регулювання; посилення розвитку системи накопичувального іпотечного кредитування; збільшення обсягів фінансування державних програм стимулювання розвитку житлової нерухомості та удосконалення інфраструктури ринку житла; залучення прогресивних фінансових технологій на ринку житла. The full-scale military invasion of the Russian Federation on the territory of sovereign and independent Ukraine caused the emergence of new challenges and dangers that have a significant destabilizing effect on the economy, politics and society of the country. In the conditions of the introduction of martial law and the conduct of active hostilities in large areas of Ukraine, the problems of providing the population with housing are becoming more acute, because a significant part of it has lost its place of residence due to the large-scale destruction of residential infrastructure and left housing as a result of the forced necessity to leave the zone of hostilities and occupation by the aggressor country. Under such conditions, the importance of the problem of ensuring state regulation of the housing market in Ukraine and the realization of the population's right to obtain adequate living conditions increases. The outlined trends require an in-depth study of the features of the current state of state regulation of the housing market in Ukraine and the identification of the most important factors for its implementation in wartime conditions. The article defines the essence of state regulation of the housing market in Ukraine and examines its features in wartime conditions. The state of the domestic housing market was analyzed and unsatisfactory indicators of its functioning and development were revealed. The main factors of state regulation of the housing market in Ukraine during the war are outlined, which are divided into political, economic, social and technological factors. The main measures to improve the mechanisms of state regulation of the housing market in Ukraine in the conditions of war are proposed, in particular, the improvement of the legal administrative and organizational mechanism; simplification of the permit procedure for residential construction; improvement of the methodological toolkit for the formation of the mechanism of state regulation; strengthening the development of the accumulative mortgage lending system; increasing the amount of financing of state programs for stimulating the development of residential real estate and improving the infrastructure of the housing market; involvement of progressive financial technologies in the housing market.
