Громадська думка в публічно-управлінському вимірі

Abstract

У статті розкрито роль громадської думки у публічно-управлінському процесі. Показано, що практичне впровадження в українському суспільстві цінностей та ідеологем громадянського суспільства як сукупності різних форм об'єднання громадян та способів взаємодії з органами публічного управління на основі рівноправного партнерства відбувається досить повільно. Ситуація ускладняється ще й тим, що в різні періоди незалежності України не враховувалася думка громадськості щодо стратегій і шляхів розвитку українського суспільства. Громадська думка, здійснюючи соціальний вплив на інститути громадянського суспільства на органи публічної влади та органи місцевого самоврядування, має стійкі види соціальної взаємодії, що склалися історично, самовідтворюються та задовольняють важливі потреби людей. Суб'єкти публічного управління мають сприяти громадянському суспільству та удосконалювати відповідний механізм врахування громадської думки як при розробленні, так і прийнятті публічно-управлінських рішень. The article reveals the role of public opinion in the public management process. It is shown that the practical implementation in Ukrainian society of the values and ideologies of civil society as a set of various forms of association of citizens and methods of interaction with public administration bodies on the basis of equal partnership is quite slow. The situation is further complicated by the fact that during various periods of Ukraine's independence, public opinion regarding strategies and ways of development of Ukrainian society was not taken into account. Public opinion, exerting social influence on civil society institutions, public authorities and local self-government bodies, has stable types of social interaction that have developed historically, reproduce themselves and satisfy important needs of people. The relationship between social reality and public opinion is manifested in the relation of identity of public opinion to the subject of expression. Another relationship manifests itself in the discrepancy or difference between everyday thought and its object. In this sense, subjective thought only partially reproduces objective processes. And therefore, public opinion has a multi-vector character and can reproduce objective reality only partially. But partiality is not a characteristic of the entire surrounding social environment and public consciousness. Subjects of public administration should contribute to civil society and improve the appropriate mechanism for taking public opinion into account both when developing and making public-administrative decisions. On the other hand, it is necessary to expand the list of issues that are submitted to public public discussions, in particular, such as concepts of development, projects of regulatory and legal acts that have important social importance. These include those that regulate the rights and freedoms of a person and a citizen, the powers of state authorities and local self-government bodies, authorized persons who perform the management functions of the state or local self-government, the distribution and spending of funds from the state budget and local budgets, competitive (tender) procedures; projects of state strategies and programs of state policy reform in various spheres of state activity, regional development.
