Державна підтримка соціального підприємництва: світові тенденції та стратегічні напрями

Abstract

У статті проаналізовано світовий досвід використання заходів та інструментів державної підтримки соціального підприємництва для виявлення сучасних тенденцій їх розвитку. Теоретичні дослідження продемонстрували, що одним із популярних державних напрямів підтримки соціального підприємництва є різноманітні фінансові програми. Цей напрям пов'язаний із такими видами підтримки як пряме фінансування (позики, субсидії), цільові дотації на дослідження й розробки щодо механізмів реалізації соціальної ідеї, створення фондів із впровадження соціальних інновацій, спрощене оподаткування тощо. Державна підтримка передбачає, що органи, які відповідають за формування й реалізацію політики, керуються системним баченням соціального підприємництва й розуміють його внесок для поліпшення економічного й соціального добробуту. Світові тенденції підтверджують, що забезпечення сталого розвитку соціального підприємництва є можливим лише за умови тісної взаємодії та конструктивного співробітництва органів державної влади та соціальних підприємців. The article reveals applying the theoretical and methodological foundations of government support for social entrepreneurship, its content, place, and role in modern international exchange, considering the peculiarities of the development of the world economy. Research in the field of social entrepreneurship is supported by EU governments and state research institutes. This allows for a constant assessment of the various needs of social enterprises depending on their organizational and legal form and to determine how to effectively integrate social entrepreneurship into national and subnational socio-economic policy. Issues such as monitoring, measuring social risks and consequences, establishing accessible learning platforms for all participants and reliable ex-ante evaluation of support strategies are part of research funded by governments. The European Union recognizes social entrepreneurship as an important tool for developing innovative approaches to solving social problems. The governments of the member states of the European Union seek to stimulate and support the effective potential of social entrepreneurship. In the developed countries of Europe, support for social entrepreneurship is part of government policy, and therefore the state authorities in these countries are traditionally a stable source of a significant part of their funding. However, creating the foundations for the development of social enterprises requires that the bodies responsible for the formation and implementation of policy are guided by a systemic vision of social entrepreneurship and understand the contribution that social entrepreneurship can make to improving economic and social well-being. Therefore, the framework for development must be adapted to the needs of social enterprises and created in such a way as to optimize their impact on society. Various financial programs are one of the popular directions of government support for social entrepreneurship. This direction is associated with such mechanisms of support for social entrepreneurship as direct financing (loans, subsidies), targeted subsidies for research and development on mechanisms for the implementation of a social idea, creation of funds for the implementation of social innovations, simplified taxation, etc. We note that a significant role in creating a positive public opinion about social entrepreneurship belongs to various associations, unions, networks of social entrepreneurs who promote social entrepreneurship ideas, as well as carry out their lobbying at various levels of government to actively influence the development and improvement of government policy regarding social entrepreneurship. World trends confirm that ensuring the sustainable development of social entrepreneurship is possible only under the condition of close interaction and constructive cooperation of state authorities and social entrepreneurs.
