Суб'єкти публічного управління в Україні

Abstract

Статтю присвячено аналізу основних суб'єктів публічного управління. У нинішньому процесі державотворення в Україні запити на публічне управління зумовлені тим, що представники різних груп інтересів отримали реальну можливість брати участь у формуванні політичного порядку денного, впливати на процес розроблення й втілення управлінських рішень, та, спільно з всіма учасниками публічного управління, вибудовувати складну мережу взаємозв'язків та взаємовідношень. У такому вираженні публічне управління — це перш за все, легітимний спосіб формування стратегічних політико-економічних рішень та й механізм їх схвалення проведення державної публічної політики. Проте публічне управління постає засобом використанням демократичних основ мобілізації суспільства і може виступати як напрям легітимації владних структур. Виокремлено принципи публічного управління. Окреслено коло основних суб'єктів, виділено тенденції та означено основні напрями подальшого розвитку публічного управління в Україні. The article is devoted to the analysis of the main subjects of public administration. In the current state-building process in Ukraine, requests for public administration are due to the fact that representatives of various interest groups have received a real opportunity to participate in the formation of the political agenda, to influence the process of development and implementation of management decisions, and, together with all participants in public administration, to build a complex network interconnections and relationships. It is shown that the value of public administration lies in the fact that it is a necessary condition for the existence of a strong democratic state and at the same time the main attribute of a developed civil society. In this expression, public administration is, first of all, a legitimate way of forming strategic political and economic decisions and the mechanism of their approval for the implementation of state public policy. Such a socio-humanitarian policy can be implemented without the use of a democratic procedure, but public administration appears as a means of using the democratic foundations of society mobilization and can act as a direction of legitimization of power structures. In Ukraine, in the process of democratic development of society, the subjects of public administration are distinguished, they form strategic development priorities. In the basis of their public management activity are common human values, which realize the gradual formation of the principles of public management. A number of factors oppose the effective implementation of electronic governance: insufficient formation of regulatory and legal support; insufficient level of the national information and communication infrastructure; low level of financing and efficiency of use of available resources; low level of informatization of certain sectors of the economy and regions; insufficient level of knowledge of information and communication technologies among civil servants and citizens in general; complex process of adaptation of citizens to social innovations. They become not only a specific form of communication of subjects of the political process, but also a necessary condition for the further development of democracy in our country. The principles of public administration are highlighted. The circle of main subjects is outlined, trends are highlighted and the main directions of further development of public administration in Ukraine are defined.
