Сутність, види та особливості стратегій соціального інвестування, яке здійснюється за рахунок коштів місцевих бюджетів

Abstract

Метою цього дослідження було визначення сутності, видів та особливостей стратегій соціального інвестування, яке здійснюється за рахунок коштів місцевих бюджетів. Представлено трактування поняття стратегії соціального інвестування, яке здійснюється за рахунок використання коштів бюджетів територіальних громад. Цю стратегію передбачено ототожнювати з набором орієнтирів та правил, якими повинні керуватися особи, що розробляють видаткову частину місцевих бюджетів, при формуванні плану розподілу соціальних інвестицій, які фінансуються за рахунок коштів бюджетів відповідних територіальних громад. Здійснено групування видів стратегій соціального інвестування, яке здійснюється за рахунок використання коштів бюджетів територіальних громад. При цьому ознаками такого групування обрано загальну динаміку сукупних соціальних видатків, пріоритетність сфер та напрямів соціального інвестування, сталість обраних пріоритетними сфер та напрямів, джерела фінансування об'єктів соціальної інфраструктури, основний критерій (критерії) розподілу коштів на розвиток соціальної інфраструктури, сталість пропорції розподілу цих коштів тощо. Визначено чинники, які впливають на вибір стратегій соціального інвестування, яке здійснюється за рахунок коштів місцевих бюджетів. Встановлено загальну послідовність процесу такого вибору. Currently, the local self-government bodies of Ukraine face significant difficulties related to ensuring the normal functioning of the respective territorial communities. In particular, in a large number of such communities there is a lack of necessary funds for financing social expenses. At the same time, the majority of such expenses are investment in nature, as they are directed to the maintenance and increase of human capital at the regional level. Under such conditions, the development of scientifically based social investment strategies, carried out at the expense of local budget funds, is an important tool for optimizing the process of distribution of these funds. This is due, in particular, to the fact that the development of these strategies makes it possible to establish long-term guidelines for the effective use of limited amounts of financial resources in order to provide the population of territorial communities with the appropriate amount of social services. The purpose of this study was to determine the essence, types and features the strategies of social investment, which is carried out at the expense of local budgets. The interpretation of the concept of social investment strategy, which is carried out through the use of funds from the budgets of territorial communities, is presented. This strategy is intended to be identified with a set of guidelines and rules that should be guided by persons developing the expenditure part of local budgets, when forming a plan for the distribution of social investments financed from the funds of the budgets of the relevant territorial communities. The grouping of types of social investment strategies, which is carried out through the use of funds from the budgets of territorial communities, has been carried out. At the same time, the signs of grouping were the general dynamics of aggregate social expenditures, the priority of spheres and directions of social investment, the stability of the priority spheres and directions, the sources of financing of social infrastructure objects, the main criterion (criteria) for the distribution of funds for the development of social infrastructure, the stability of the proportion of the distribution of these funds etc. Factors influencing the choice of social investment strategies, which are carried out at the expense of local budgets, are identified. The general sequence of the process of such a choice is established.
