Інноваційні технології подолання конфліктів у публічному управлінні сталим розвитком

Abstract

Незважаючи на те, що живі паростки фізіократичного мислення з'явилися на Україні (В. Вернадський, В. Подолинський, М. Руденко та інші, В. Базилевич, В. Шевчук, В. Кухарець та інші). Фізіократичне товариство імені В. Подолинського і досі перебуває на задвірках не маючи державного статусу як інституту. А між тим, світова демократична думка, в якої органічно домінує квантовий холістичний підхід, як основа фізіократії, стала провідною у демократичному світі, сформованою сучасною теорією нейротеології. Адаптація основ цієї теорії на об'єктах конкурентоздатності поставило ціллю вирішення вказаної проблеми. Про це свідчить провідний розділ нейрології — синтелектика, наука про творчий інтелект, або це прояв творчого розуму на основі взаємодіючих оточуючого середовища та інформаційних систем (В. Кухарець), або — це структурна логіка наукового мислення та реалізація здобутих творчих знань, їх спроби, оцінка, застосування і обумовлення. Емоційним фоном синтелектики є інсайт, психоемоційний спалах творчості, пізнання (або розчарування). У творчих особистостях — це постійний стан. Винахід, здобутий у пошуках, реалізована ідея — як продукт наукової діяльності, самоуточнення: Евріка, Інсайт. Особливо характерні для науковців, винахідників, раціоналізаторів, володарів продуктів інтелектуальної власності. Ефективність наукової роботи прямо залежить від інноваційного лагу, інноваційного періоду від винаходу до застосування, отже, науковці ті, хто започатковують все. Впровадження не існує. Інноваційний лаг відсутній. Але у житті, на практиці винахід, відкриття, програма може лежати роками. Існує служба провайдингу, який здійснюють і самі науковці, спеціалісти, керівники. І тут також принагідна технологія інсайту: необхідно, щоб така (власне) ідея прийшла до інших теж інсайтом, як власне чи можливо шляхом аналогів, котрі теж можна використовувати як інсайт (подібне). Вершиною світового мислення виступає нейротеологія, наука про вивчення духовної діяльності у тісному зв'язку з соціумом та Творцем. Синтелектика — провідний розділ нейротеології, наука про творчий інтелект або спрощено — це структурна логіка наукового мислення і реалізація задіяних творчих знань. Технологія інсайту наукового чи аналогічного успіху виражена емоційно, супроводжує ефект захоплення творчістю, відкриттям чи результатом аналізу на основі аналогів. Реальним напрямом підвищення конкурентоздатності економіки є залучення іноземних інвестицій через формування вільних економічних зон, застосування структурних інновацій. Інтеграція наукових парків у суспільство соціотипів — основа демократичного розвитку. Despite the fact that living sprouts of physiocratic thinking appeared in Ukraine (V. Vernadsky, V. Podolinsky is still located on the margins without having a state status as an institution. Meanwhile, world democratic thought, which is organically dominated by the quantum holistic approach as the basis of physiocracy, has become the leading one in the democratic world, formed by the modern theory of neuroteology. Adapting the foundations of this theory to objects of competitiveness has set the goal of solving this problem. This is evidenced by the leading branch of Neuroscience — synthetics, the science of creative intelligence, or it is a manifestation of creative mind based on interacting environments and Information Systems (v. Kukharets), or it is the structural logic of scientific thinking and the implementation of the acquired creative knowledge, their attempts, assessment, application and conditioning. The emotional background of syntetics is Insight, a psychoemotional flash of creativity, cognition (or frustration). In creative people, this is a constant state. An invention obtained in search, an idea realized — as a product of scientific activity, self-identification: Eureka, insight. They are especially typical for scientists, inventors, innovators, and owners of intellectual property products. The effectiveness of scientific work directly depends on the innovation lag, the innovation period from invention to application, therefore, scientists are the ones who start everything. There is no implementation. There is no innovation lag. But in real life, in practice, an invention, a discovery, a program can lie for years. There is a service provider that is carried out by scientists, specialists, and managers themselves. And here, too, the technology of insight is useful: it is necessary that such (actually) an idea comes to others also by Insight, as it is actually possible by analogs, which can also be used as insight (similar). The pinnacle of world thinking is neuroteology, the science of studying spiritual activity in close connection with society and the creator. Synthetics-the leading branch of neuroteology, the science of creative intelligence or simplified — is the structural logic of scientific thinking and the implementation of creative knowledge involved. The technology of insight of scientific or similar success is expressed emotionally, accompanied by the effect of admiration for creativity, discovery or the result of analysis based on analogues. The real direction of increasing the competitiveness of the economy is to attract foreign investment through the formation of Free Economic Zones, the use of structural innovations. Integration of science parks into the Society of sociotypes is the basis for democratic development.
