Інституціональна модернізація фінансово-економічного механізму лісогосподарювання: пріоритети підвищення результативності виконання виробничо-фінансових планів

Abstract

Обгрунтовано доцільність інституціональної модернізації фінансово-економічного механізму лісогосподарювання в умовах природно-ресурсних обмежень та поглиблення реформи системи управління лісовим господарством. Дослідження показали, що нині діючий фінансово-економічний механізм лісогосподарювання спрацьовує не завжди з позитивним ефектом, а це підтверджується тим, що у 2018—2020 роках не забезпечувалося фактичне виконання Державним агентством лісових ресурсів України окремих показників виробничо-фінансових планів по лісовому і мисливському господарству та охороні навколишнього природного середовища. Виявлено, що внаслідок спорадичності та половинчатості регуляторного впливу на діяльність постійних лісокористувачів сформувався комплекс інституціональних пасток та інституціональних розривів у фінансово-економічному забезпеченні сфери лісогосподарювання. Обгрунтовано, що проявами посилення інституціональних пасток та інституціональних розривів у фінансовому забезпеченні сфери лісогосподарювання є відсутність в останні роки повноцінного бюджетного фінансування процесів лісовідновлення, лісовідтворення, охорони та захисту лісів, а також введення мораторію на експорт лісу-кругляка, що унеможливило залучення значних обсягів фінансових ресурсів постійними лісокористувачами. Встановлено, що усунення такого роду інституціональних пасток та інституціональних розривів потребує комплексної інституціональної модернізації не окремих елементів фінансування потреб лісогосподарського виробництва, а фінансово-економічного механізму лісогосподарювання в ціло му з врахуванням наслідків поглиблення децентралізації влади, цифрової трансформації системи управління лісовим господарством та євроінтеграційних пріоритетів розвитку держави. Доведено, що інститутами-правилами, які потребують першочергового умонтування у фінансово-економічний механізм лісогосподарювання, мають бути інститут соціальної та екологічної відповідальності постійних лісокористувачів, інститут цільової спрямованості акумульованої в публічних бюджетах рентної плати за спеціальне використання лісових ресурсів та інститут комерціалізації екосистемних послуг лісів. Встановлено, що ключовим моментом інституціональної модернізації фінансово-економічного механізму лісогосподарювання є інституціоналізація спеціальних фондів розвитку лісового господарства у бюджетах різного таксономічного рівня, що дасть можливість сформувати надійне джерело фінансування потреб лісового господарства. The expediency of institutional modernization of the financial and economic mechanism of Forestry in the conditions of natural resource constraints and deepening the reform of the forestry management system is substantiated. Studies have shown that the current financial and economic mechanism of forestry does not always work with a positive effect, and this is confirmed by the fact that in 2018—2020 the state agency for forest resources of Ukraine did not ensure the actual implementation of certain indicators of production and financial plans for forestry and hunting and environmental protection. It is revealed that due to the sporadic and semi-partial regulatory impact on the activities of permanent forest users, a complex of institutional traps and institutional gaps in the financial and economic support of the forestry sector has formed. It is proved that the manifestations of the strengthening of institutional traps and institutional gaps in the financial support of the forestry sector are the lack of full-fledged budget funding for the processes of reforestation, reforestation, forest protection and protection in recent years, as well as the introduction of a moratorium on the export of Roundwood, which made it impossible to attract significant amounts of financial resources by permanent forest users. It is established that the elimination of such institutional traps and institutional gaps requires a comprehensive institutional modernization not of individual elements of financing the needs of forestry production, but of the financial and economic mechanism of forestry as a whole, taking into account the consequences of deepening the decentralization of power, digital transformation of the forestry management system and European integration priorities of the state's development. It is proved that the institutions-rules that require priority integration into the financial and economic mechanism of forestry should be the Institute of social and environmental responsibility of permanent forest users, the Institute of target orientation of rent accumulated in public budgets for special use of forest resources, and the Institute for commercialization of forest ecosystem services. It is established that the key point of institutional modernization of the financial and economic mechanism of forestry is the institutionalization of special funds for the development of forestry in budgets of different taxonomic levels, which will make it possible to form a reliable source of financing for the needs of forestry.
