Ідентифікація пріоритетних галузей розвитку економіки України

Abstract

Обгрунтовано актуальність ідентифікації пріоритетних (стратегічних) видів економічної діяльності та галузей національної економіки з позиції її розвитку та посилення конкурентоспроможності. Зроблено висновок, що за сучасної ситуації війни в Україні пріоритетні види економічної діяльності слід вишукувати у трикутнику обмежень і перспектив: (1) повномасштабна війна і її наслідки для економіки, однак водночас, роль і внесок економіки у перемогу та збереження країни в умовах війни; (2) орієнтири та постулати забезпечення національної безпеки України; (3) ухвалені системно-стратегічні рішення відносно курсу та траєкторії розвитку національної економіки. Здійснено аналіз існуючих в Україні практик визначення пріоритетних галузей національної економіки у провідних стратегіях та програмах соціально-економічного розвитку і економічної безпеки держави. Показано, що всі три напрями, за якими формуються пріоритетні види економічної діяльності, — безпека, потенціал і конкурентоспроможність не ізольовані один від другого. Встановлено, що в умовах війни має бути чітке бачення видів економічної діяльності, які забезпечать українській економіці високу конкурентоспроможність на зовнішніх і внутрішньому ринках, напрямів, строків і засобів їх активізації і поступу, реалізації потенціалу. Визначено склад пріоритетних видів економічної діяльності в Україні, які потребують ключової підтримки. The purpose of the study is to justify and test the methodology of identification of priority branches of development of the national economy of Ukraine at the current stage. The relevance of identifying priority (strategic) types of economic activity and branches of the national economy from the point of view of its development and strengthening of competitiveness is substantiated. It was concluded that in the current situation of the war in Ukraine, priority types of economic activity should be sought in the triangle of limitations and prospects: (1) full-scale war and its consequences for the economy, but at the same time, the role and contribution of the economy to the victory and preservation of the country in war conditions; (2) guidelines and postulates for ensuring the national security of Ukraine; (3) adopted systemic and strategic decisions regarding the course and trajectory of the development of the national economy. The analysis of the existing practices in Ukraine for determining the priority sectors of the national economy in the leading strategies and programs of socio-economic development and economic security of the state was carried out. It is shown that all three directions, which form the priority types of economic activity — security, potential and competitiveness are not isolated from each other. It was established that in the conditions of war there should be a clear vision of the types of economic activity that will ensure the Ukrainian economy high competitiveness on foreign and domestic markets, directions, terms and means of their activation and progress, realization of potential. The composition of priority types of economic activity in Ukraine, which require key support, has been determined. It has been established that, from the point of view of defense, the priority areas are the military-industrial complex and defense industry, the production of clothing, food products, machinery and equipment, oil refining products, metallurgical production, the logistics and transport industry, health care and the provision of social assistance, education, social services system.
