Поняття та сутність соціального захисту, її особливості в умовах професійної армії

Abstract

У статті розглядаються основні поняття та сутність соціального захисту, як в загальному розумінні так і для військовослужбовців професійної армії. Вивчено основні проблеми в питаннях впровадження реформ для покращення соціального захисту військовослужбовців на сучасному етапі. Аналізуються фактичні напрацювання у визначенні поняття соціального захисту в умовах професійної армії в умовах несприятливого економічного стану та постійної військової небезпеки в державі. Запропоновано заходи щодо зниження та запобігання негативного впливу соціальних ризиків для військовослужбовців, які через особливості своєї службової діяльності не мають іншого джерела отримання гідних умов для існування. Показано місце і роль різних суб'єктів соціальної відповідальності у військовому середовищі в системі соціального захисту військовослужбовців. Розглянуто проблему визначення основних цілей та завдань соціального захисту військовослужбовців в Україні, виявлено проблеми реформування Збройних Сил, на цій основі розроблено пропозицій щодо підвищення ефективності соціального забезпечення військовослужбовців. Проаналізовані основні засади належного соціального забезпечення військовослужбовців Збройних Сил України, види соціального забезпечення військовослужбовців тощо, ефективність впровадження системи соціального забезпечення на сучасному етапі розвитку економіки України в сфері національної безпеки та оборони. У результаті проведеного дослідження визначено поняття соціального захисту та його особливостей в умовах професійної армії для військовослужбовців Збройних Сил України. The article examines the main concepts and essence of social protection, both in the general sense and for servicemen of the professional army. The main problems in the implementation of reforms to improve the social protection of military personnel at the current stage have been studied. The actual developments in defining the concept of social protection in the conditions of a professional army in the conditions of an unfavorable economic situation and constant military danger in the state are analyzed. Measures are proposed to reduce and prevent the negative impact of social risks for military personnel who, due to the specifics of their official activities, have no other source of obtaining decent living conditions. The place and role of various subjects of social responsibility in the military environment in the system of social protection of servicemen are shown. The problem of defining the main goals and tasks of social protection of servicemen in Ukraine was considered, the problems of reforming the Armed Forces were identified, and on this basis proposals were developed to increase the effectiveness of social security of servicemen. It has been determined that the conceptual principles of social protection of servicemen become the basis before carrying out reforms of the Armed Forces, and specific strategic goals of social protection of servicemen must be established, which allows solving specific tasks of preserving the stability and development of the specified system in the conditions of comprehensive reform by ensuring the principles of the implementation of socio-economic relations in the system of providing social protection for military personnel. The basic principles of proper social security for servicemen of the Armed Forces of Ukraine, types of social security for servicemen, etc., the effectiveness of the implementation of the social security system at the current stage of the development of Ukraine's economy in the field of national security and defense are analyzed. As a result of the conducted research, the concept of social protection and its features in the conditions of the professional army for servicemen of the Armed Forces of Ukraine were determined.
