Моделі розвитку функціональних стратегій в умовах гірничорудних підприємств України

Abstract

У статті досліджено результати моніторингу і напрями реалізації функціональних стратегій на залізорудних гірничо-збагачувальних комбінатах України. Відмічено їх основні особливості та види відносно внутрішнього і зовнішнього спрямування на підприємствах. На основі узагальнення аналізу розвитку функціональних напрямів за останні роки визначено види ризиків, які обумовлюють певні зміни у відповідних стратегіях. Охарактеризовано найбільш значні ризики у сучасних умовах воєнного стану, які спричиняють прояви кризи. Визначено функціональні напрями, в яких назріли нагальні проблеми, що потребують термінового вирішення і змін у стратегіях. До них належать пошук нових логістичних каналів для експорту продукції та ринків збуту. Запропоновано дії при коригуванні функціональних стратегій в умовах антикризового управління, на основі яких узагальнено моделі їх розвитку для забезпечення подальшої діяльності гірничо-збагачувальних комбінатів. The article examines the results of monitoring and directions for implementation of functional strategies at iron ore mining and processing plants of Ukraine. Their main features and types in relation to internal and external orientation at enterprises are noted. The emphasis is put on a significant number of varieties of functional strategies in accordance with the specifics of the problems solved by a certain subsystem of enterprise management. On the basis of generalization of the analysis of the development of functional directions in recent years, the types of risks that cause certain changes in the relevant strategies have been identified. Political, economic and market risks have a significant influence on the performance indicators of enterprises in any way. The most significant risks in modern conditions of martial law, which cause manifestations of the crisis, are characterized. These include changes in the logistics routes of product sales and supply chains, as well as the need to find new markets. Actions that must be provided by enterprises in the conditions of a long period of martial law are outlined, including the formation of anti-crisis budgets, assessment of the most dangerous risks, planning of the maximum possible production volumes while ensuring the consumer value of products. On the basis of diagnostics of the state of implementation of functional strategies and possible risks of mining and processing plants in modern conditions, the models of their development are summarized — market-logistics, leadership-organizational, innovative and financial-stabilization ones. They take into account different types of anti-crisis management: active, reactive, planned (preventive). The emphasis is put on providing new approaches to effective leadership for keeping of personnel and activity of enterprise. It is emphasized on the need to implement an anti-crisis strategy in the activities of these enterprises, which is planned for wartime and post-war reconstruction, and conceptually ensures industrial, financial and personnel recovery. Within the general anti-crisis strategy, its functional components can be developed to ensure the implementation of the most priority measures when using their development models.
