Систематизація досвіду для ефективного впровадження процесу демократизації публічного управління на регіональному рівні

Abstract

Посилення процесі демократизації публічного управління та громадянського суспільства зумовлюють необхідність підвищення ефективності впровадження процесу демократизації публічного управління на регіональному рівні. Вагомого значення в даному контексті набуває зарубіжний досвід демократизації публічного управління на регіональному рівні, який характеризується комплексністю підходів, систематизацією методів та дієвістю результатів взаємодії органів публічної влади, політичних партій та громадськості. У статті проаналізовано особливості взаємодії органів публічної влади із інститутами громадського суспільства, визначено основні принципи демократизації публічного управління на регіональному рівні в країнах Європейського Союзу, окреслено основні аспекти взаємодії політичних партій із органами державної влади на регіональному рівні в Польщі, Болгарії та Естонії, досліджено моделі побудови взаємовідносин органів державної влади на регіональному рівні із громадянським суспільством, здійснено моніторинг законодавчого регулювання фінансування діяльності політичних партій в країнах Європейського Союзу на регіональному рівні, виявлено особливості забезпечення прозорості фінансування та використання грошових коштів політичними партіями на регіональному рівні в країнах Європейського Союзу, доведено, що взаємодії органів публічної влади з політичними партіями в країнах Європейського Союзу, Великобританії та США є більш досконалою ніж в Україні, запропоновано на основі результатів дослідження особливостей механізму громадського контролю за діяльністю органів державної влади на регіональному рівні в країнах Центральної та Східної Європи методи його удосконалення в Україні. Strengthening the process of democratization of public administration and civil society necessitates the need to improve the effectiveness of the implementation of the process of democratization of public administration at the regional level. In this context, the foreign experience of democratization of public administration at the regional level, which is characterized by the complexity of approaches, the systematization of methods, and the effectiveness of the results of the interaction of public authorities, political parties, and the public, is of great importance in this context. The article analyzes the peculiarities of the interaction of public authorities with institutions of public society, defines the main principles of democratization of public administration at the regional level in the countries of the European Union, outlines the main aspects of the interaction of political parties with state authorities at the regional level in Poland, Bulgaria and Estonia, examines the construction models relations of state authorities at the regional level with civil society and it was established that Ukraine belongs to the continental European model, the monitoring of the legislative regulation of the financing of the activities of political parties in the countries of the European Union at the regional level was carried out, it was established that in most countries such financing is of a private nature and is carried out at the expense of individuals and legal entities, the peculiarities of ensuring the transparency of funding and use of funds by political parties at the regional level in the countries of the European Union were revealed, It is concluded that the interaction of public authorities with political parties in the countries of the European Union, Great Britain and the USA is more perfect than in Ukraine, which is due to the higher level of democratization of society in them and the increased activation of the activities of political parties. activities of state authorities at the regional level in the countries of Central and Eastern Europe, methods of its improvement in Ukraine.
