Трансформаційні зміни як доктринальний аспект забезпечення безпеки соціально-економічних систем : міждисциплінарний та управлінський зміст

Abstract

Статтю присвячено науковому дослідженню та висвітленню проблематики формування та розвитку трансформаційних змін як доктринального аспекту забезпечення безпеки соціально-економічних систем через міждисциплінарний та управлінський зміст. Аргументовано показано, що проблематика забезпечення безпечного та стійкого розвитку соціальноекономічної системи має важливе значення, що підтверджується широким обговоренням у наукових колах. Безперечно, що різні точки зору на цю проблему досліджено у вітчизняній та міжнародній науці, а також використовуються у практиці управління соціально-економічними системами різних рівнів. У наукових колах безпеку соціально-економічної системи трактують як багатогранну складну категорію і пов'язують, як правило, з безпекою підсистем: фінансової, соціальної та ін. Ряд авторів у соціально-економічних системах виділяють фінансову підсистему та пов'язують фінансову безпеку з фінансовою стійкістю системи. Останнім часом автори звертають увагу на кризи, що виникають, і зростаючі ризики фінансової стабільності, оскільки залишається важливим завдання підтримки потоку фінансування в реальну економіку. При цьому важливого значення набуває забезпечення економічної безпеки соціально-економічної системи з урахуванням системи соціально-економічних відносин, що складаються у процесі господарсько-фінансової діяльності окремих елементів системи як результат досягнення цілей функціонування всієї системи. Досягнення мети сталого та стабільного функціонування суб'єктів системи визначає вибір заходів, що створюють умови забезпечення економічної безпеки частин системи та сукупності їх соціально-економічних відносин. Зроблено висновок, що система соціально-економічних відносин, зокрема сукупність фінансово-кредитних відносин суб'єктів ринку, забезпечує більшість економічних процесів. При цьому економічна безпека соціально-економічної системи загалом залежить від економічної безпеки сукупності фінансовокредитних відносин суб'єктів ринку. Як бачимо, непередбачувані фінансово-економічні кризи різної природи, дестабілізація економіки — зумовлюють зростання важливості забезпечення економічної безпеки, змушуючи суб'єктів цих систем до перегляду завдань у забезпеченні економічної безпеки соціальноекономічних відносин, зокрема фінансово-кредитних відносин суб'єктів ринку. Наростання нестабільності економіки тягне за собою зростання тіньових процесів. Через свою специфіку фінансово-кредитні відносини викликають інтерес з боку тіньових структур і стають інструментом відмивання незаконних доходів. У зв'язку з чим зростає роль налагодження економічної безпеки фінансово-кредитних відносин суб'єктів ринку, що визначає тематику подальших досліджень. The article is devoted to research and coverage of the formation and development of transformational change as a doctrinal aspect of ensuring the security of socio-economic systems through interdisciplinary and managerial content. It argued that the issue of ensuring the safe and sustainable development of the socio-economic system is important, as evidenced by the wide discussion in scientific circles. Undoubtedly, different points of view on this problem have been studied in domestic and international science, and are also used in the practice of managing socio-economic systems at different levels. In scientific circles, the security of the socio-economic system is interpreted as a multifaceted complex category and is associated, as a rule, with the security of subsystems: financial, social and others. A number of authors in socio-economic systems identify the financial subsystem and link financial security with the financial stability of the system. Recently, the authors have drawn attention to emerging crises and growing risks to financial stability, as the task of maintaining the flow of funding to the real economy remains important. At the same time, it is important to ensure the economic security of the socio-economic system, taking into account the system of socio-economic relations that develop in the process of economic and financial activities of individual elements of the system as a result of achieving the goals of the system. Achieving the goal of sustainable and stable functioning of the subjects of the system determines the choice of measures that create conditions for ensuring the economic security of parts of the system and the totality of their socio-economic relations. It concluded that the system of socio-economic relations, in particular the set of financial and credit relations of market participants, provides most of the economic processes. In this case, the economic security of the socio-economic system in general depends on the economic security of the set of financial and credit relations of market participants. As we can see, unpredictable financial and economic crises of various natures, destabilization of the economy — increase the importance of economic security, forcing the subjects of these systems to reconsider the tasks of economic security of socio-economic relations, including financial and credit relations of market participants. The growth of economic instability leads to the growth of shadow processes. Due to its specificity, financial and credit relations are of interest to shadow structures and become an instrument of money laundering. In this regard, the growing role of economic security of financial and credit relations of market participants, which determines the subject of further research.
