Концептуальні засади модернізації антикризового державного регулювання у сфері національної безпеки України

Abstract

Національна безпека як ознака сталого стану упорядкованості життя суспільства і держави є ключовим фактором самозбереження українського суспільства за умов воєнного стану в країні через російську військову агресію. В цьому контексті, найважливішим завданням, що стоїть перед державою є питання зміцнення національної безпеки, що переважно залежить від раціонального переосмислення традиційних догм і стереотипів в розумінні цього феномена, а також форм і методів його забезпечення в поточних трансформаційних умовах. Національна безпека, з одного боку, виступає основою функціонування органів влади, а з іншого боку, вона існує там і тоді, де і коли державна влада в ній зацікавлена. Серед пріоритетних завдань держави є необхідність удосконалення державної системи стратегічного планування, створення єдиної системи моніторингу, аналізу, прогнозування та прийняття рішень у сфері національної безпеки і оборони. Необхідність ефективного регулювання відносин щодо розробки відповідного переліку документів стратегічного характеру вимагає чіткого вирішення багатьох практичних та теоретичних проблем, а також створення відповідного нового законодавства. Окрім цього важливим аспектом забезпечення національної безпеки є її функціональна оптимізація та створення ефективної державної системи антикризового регулювання. Визначено, що для перешкоджання виникненню кризових явищ, їх послаблення або подолання має бути розроблений ефективний механізм антикризового державного регулювання, який у сфері національної безпеки передбачає реалізацію наступних етапів: формулювання стратегічних цілей та завдань антикризового державного регулювання; комплексна діагностика стану сфери національної безпеки країни; оцінка потенціалу регіонів країни; удосконалення нормативно-правового механізму; розробка дієвого алгоритму визначення обсягів необхідного фінансування сектору національної безпеки; формування системи управління ризиками та моніторинг стану антикризового державного регулювання в сфері національної безпеки країни. In this context, the most important task facing the state is the issue of strengthening national security, which mainly depends on the rational rethinking of traditional dogmas and stereotypes in understanding this phenomenon, as well as the forms and methods of its provision in the current transformational conditions. National security, on the one hand, acts as the basis for the functioning of authorities, and on the other hand, it exists where and when the state authorities are interested in it. Among the priority tasks of the state is the need to improve the state system of strategic planning, create a unified system of monitoring, analysis, forecasting and decision-making in the field of national security and defense. The need for effective regulation of relations regarding the development of an appropriate list of documents of a strategic nature requires a clear solution to many practical and theoretical problems, as well as the creation of appropriate new legislation. In addition, an important aspect of ensuring national security is its functional optimization and the creation of an effective state system of anticrisis regulation. It was determined that in order to prevent the emergence of crisis phenomena, to weaken or overcome them, an effective mechanism of anti-crisis state regulation should be developed, which in the field of national security involves the implementation of the following stages: formulation of strategic goals and objectives of anti-crisis state regulation; comprehensive diagnosis of the state of the country's national security sphere; assessment of the potential of the country's regions; improvement of the regulatory and legal mechanism; development of an effective algorithm for determining the amount of necessary funding for the national security sector; formation of a risk management system and monitoring of the state of anti-crisis state regulation in the field of national security of the country.
