Трансформаційні процеси в організації діяльності органів виконавчої влади

Abstract

Представлені теоретичні і практичні аспекти дослідження поняття "трансформація" як невід'ємного складника діяльності держави і суспільства щодо досягнення довгострокових цілей у соціально-економічному розвитку країни. Зазначено відсутність змісту і особливостей цього поняття стосовно сфери публічного управління з огляду на діяльність органів виконавчої влади. Доведено, що вирішенням проблем трансформації країни насамперед повинен займатись уряд. Описано особливості прояву цього явища в системі управління і його подвійного впливу на якість та результативність діяльності в публічному управлінні, яке генерує, спрямовує, організує, контролює і регулює процеси розвитку системи національного господарства. Запропоновано спосіб активізації інноваційних, трансформаційних перетворень у системі органів влади з метою підвищення їх впливу на ефективність управлінської діяльності і розвиток керованих систем. Наведено перелік складників процесу трансформаційного руху в системі публічного управління, концептуальну модель трансформаційних процесів. Theoretical and practical aspects of the study of the concept of "transformation" as an integral part of the state and society to achieve long-term goals in socio-economic development of the country. A wide range of theoretical definitions of the concept of "transformation" is considered, the list and content of components that partially identify it with changes of different nature or with the processes of their implementation are described. The lack of content and features of this concept in relation to the sphere of public administration in view of the activities of executive bodies is noted. It has been proved that the government should first of all solve the problems of the country's transformation. The state, as the center of government, has the power and resources to effectively manage all life processes and must ensure the democratic development of all systems in their interconnection. That is why the executive authorities must cover all the processes of transformation in the country. The peculiarities of the manifestation of this phenomenon in the management system and its double impact on the quality and effectiveness of public administration, which generates, directs, organizes, controls and regulates the development of the national economy. A way to intensify innovative, transformational transformations in the system of government in order to increase their impact on the effectiveness of management and development of managed systems. It is proposed to implement it by analyzing the content of labor and identifying its main components, identifying stages of transformational change, mastering and managing them in order to focus the executive on key issues of socio-economic development, policy development of transformational change, development strategies, programs and models movement in the state. The list of components of the process of transformational movement in the system of public administration, the conceptual model of transformational processes is given. Analysis of the concepts of "change" and "transformation" in the processes of executive bodies shows their differences, although in the management system they are used together. Changes create requirements for transformation, although they cannot be implemented without them. Transformation processes prevent negative changes, promote and implement positive ones, and are the main motive for achieving the goals of territorial development, ensuring innovation and implementation of economic, social, natural and other benefits in the future of Ukraine.
