Інноваційні механізми ефективного управління цивільною безпекою регіону

Abstract

Досліджено основні наукові підходи до формування системи цивільної безпеки на територіальному рівні, визначено механізми та інструменти публічного управління цивільним захистом населення та територій від надзвичайних ситуацій. Акцентовано увагу на пріоритетних напрямах публічної політики у сфері цивільної безпеки розвитку територіальних громад та механізмів її реалізації. Відображено позитивний досвід демократичних країн формування системи цивільної безпеки на регіональному рівні, врахування якого дозволить підвищити рівень надійності єдиної державної системи цивільної безпеки. Дослідження показало, що формування ефективної системи цивільної безпеки в територіальних громадах сприятиме успішній реалізації державної політики цивільного захисту як населення так і громад. Результативність створення системи залежить від чіткого визначення та розподілу повноважень, ресурсів і функцій між суб'єктами управління усіх рівнів для забезпечення системного підходу щодо планування і реалізації заходів посилення цивільної безпеки, вирішення проблеми захисту населення і територій від надзвичайних ситуацій. Завершальний етап реформування адміністративно-територіального устрою в Україні, повинен супроводжуватись радикальними управлінськими, економічними та структурно-функціональними змінами в організації діяльності органів місцевого самоврядування з питань цивільної безпеки. Таким чином, формування системи цивільної безпеки територіальних громад своєчасною посилить інституційну здатність місцевої влади щодо захисту населення їх територій. Пріоритетними напрямами вирішення цієї задачі є утворення на рівні територіальних громад дієвих служб цивільної безпеки із швидким попередженням і реагуванням на надзвичайні ситуації, розбудова місцевих ланок цивільної безпеки. Важлива роль системи цивільної безпеки на місцях полягає у створенні розгалуженої системи підрозділів місцевої пожежної охорони, які здатні у найкоротший час прибути до місця події, організація активного добровольчого руху, запровадження системи європейських стандартів. The main scientific approaches to the formation of the civil security system at the territorial level have been studied, mechanisms and tools for public management of civil protection of the population and territories from emergencies have been determined. Attention is paid to the priority directions of public policy in the field of civil security of the development of territorial communities and mechanisms for its implementation. The positive experience of democracies in the formation of a civil security system at the regional level is reflected, taking into account which will increase the level of reliability of the unified state civil security system. The study showed that the formation of an effective system of civil security in territorial communities will contribute to the successful implementation of state policy of civil protection for both the population and communities. The effectiveness of the system depends on a clear definition and distribution of powers, resources and functions between governments at all levels to ensure a systematic approach to planning and implementing measures to strengthen civil security, address the protection of the population and territories from emergencies. The final stage of reforming the administrative-territorial system in Ukraine should be accompanied by radial administrative, economic and structural-functional changes in the organization of local government activities on civil security. Thus, the formation of a civil security system of territorial communities in a timely manner will strengthen the institutional capacity of local authorities to protect the population of their territories. Priority areas for solving this problem are the establishment of effective civil security services at the level of territorial communities with rapid warning and response to emergencies, the development of local civil security units. An important role of the local civil security system is to create an extensive system of local fire brigades that can arrive at the scene in the shortest possible time, organize an active volunteer movement, and introduce a system of European standards.
