Особливості реалізації організаційного механізму державного управління в територіальній громаді (на прикладі Хмельницької міської територіальної громади)

Abstract

У статті досліджено сутність організаційного механізму державного управління у місцевому самоврядуванні та подано характеристику цього поняття на прикладі Хмельницької міської територіальної громади. Виявлено суб'єктів, об'єктів організаційного механізму державного управління у місцевому самоврядуванні, які впливають на його реалізацію. Визначено особливості організаційних засад реалізації власних та делегованих повноважень, які спрямовані на задоволення потреб мешканців громади. Надано характеристику результативності реалізації організаційного механізму державного управління у Хмельницькій міській територіальній громаді у таких основних галузях як освіта, медицина та соціальна допомога, культура, спорт та молодь. Охарактеризовано результативність Хмельницької міської територіальної громади. У статті розглянуто основні аспекти впровадження цифрових інструментів у Хмельницькій міській територіальній громаді та відзначена їх роль у підвищенні якості комунікацій. Запропоновано ретельніше дослідити побудову організаційного механізму державного управління у Хмельницькій міській територіальній громаді задля вивчення можливості його імплементації у інших територіальних громадах. The article investigates the essence of the organizational mechanism of public administration in local self-government and presents a description of this concept on the example of Khmelnytsky city territorial community. The subjects, objects of the organizational mechanism of public administration in local self-government, which influence its implementation, have been identified. In particular, it is the mayor, city council, its executive bodies and bodies of self-organization of the population. The peculiarities of organizational bases of realization of own and delegated powers which are directed on satisfaction of needs of inhabitants of community are defined. A description of the effectiveness of the implementation of the organizational mechanism of public administration in the Khmelnytsky city territorial community in such key areas as education, medicine and social assistance, culture, sports and youth. The high achievements of the community in 2020—2021 according to various ratings and assessments are noted. The effectiveness of the Khmelnytsky city territorial community is characterized. The article considers the main aspects of the introduction of digital tools in the Khmelnytsky city territorial community and notes their role in improving the quality of communications. Methods and spheres of use of digital tools by the territorial community in its activities are analyzed, in particular for: involvement of residents in decision-making processes in this community, improving the quality of services and effective coverage of government activities with digital tools (via official website, e-office, etc.); for business to strengthen the financial capacity of the local community. It is proposed to study the experience of Khmelnytsky city community more carefully in order to implement it by other communities, in particular in building the organizational mechanism of public administration.
