Механізм забезпечення ефективного планування регіонального розвитку та напрями його удосконалення

Abstract

Статтю присвячено дослідженню ролі планування як одного з провідних інструментів управління регіональним розвитком, використання якого дозволяє комплексно підходити до систематизації різнорівневих проблем соціально-економічного розвитку, збалансовувати їх з наявними ресурсними можливостями територій, у тому числі фінансовими, а також здійснювати моніторинг виконання поставлених цілей і завдань, з можливістю, у разі потреби, їх корегування. Виявлено недоліки чинного механізму забезпечення планування у розрізі його окремих складових, зокрема, законодавчої, нормативно-методичної, інституційної, організаційно-документальної, інформаційної, кадрової та фінансової. Обгрунтовано пропозиції щодо оновлення законодавчого, методичного та інформаційного забезпечення процесу планування, а також уточнення й деталізації переліку показників, що включаються до стратегічних і поточних планових документів. Обгрунтовано пропозиції щодо участі агенцій регіонального розвитку у забезпеченні ефективного планування на місцевому рівні та закріплення їх відповідного юридичного статусу. Акцентовано увагу на необхідності застосування єдиних підходів та критеріїв при розробленні напрямів розвитку та завдань, які містяться у різних типах документів — стратегіях, генеральних планах, комплексних планах просторового розвитку, що сприятиме підвищенню результативності планування як інструмента управління розвитком територій. Надано рекомендації щодо удосконалення підготовки спеціалістів вищими навчальними закладами та підвищення кваліфікації кадрів для роботи у структурних підрозділах з планування в органах державної влади та органах місцевого самоврядування. The article is devoted to the study of the role of planning as one of the leading tools for regional development management, the use of which allows a comprehensive approach to systematization of multilevel problems of socio-economic development, balance them with available resource opportunities of the territories, including financial, monitor the implementation of the set goals and objectives and their adjustment if necessary. The scope and possibilities of planning at the regional level are considered through the lens of the concept of "regional development", which means a continuous process of change in a complex multidimensional system (region), which includes economic, social, environmental, humanitarian and other subsystems. The main types and components of the mechanism for ensuring regional development planning are systematized. The shortcomings of the current mechanism for ensuring planning in terms of its individual components, in particular, legislative, regulatory and methodological, institutional, organizational and documentary, informational, personnel and financial, are found. Proposals for updating the legislative, methodological and informational support of the planning process, as well as clarifying and detailing the list of indicators included in strategic and current planning documents are substantiated. The practical implementation of the author's proposals will complete the process of forming the legal framework for the functioning of an integrated planning system in the country, in which territorial formations of all levels will be clearly structured and fully represented. Proposals for the participation of regional development agencies in ensuring effective planning at the local level and consolidating their respective legal status are substantiated. Emphasis is placed on the need to apply common approaches and criteria in the development of promising areas of development and objectives contained in different types of documents — strategies, masterplans, comprehensive spatial development plans, which will improve the effectiveness of planning as a territorial development management tool. Recommendations for improving the training of specialists in higher education institutions and staff professional development necessary for the work in the structural units of planning in public authorities and local governments are provided.
