Гендерна демократія в системі публічного управління: науковий дискурс щодо понятійно-категоріального апарату

Abstract

Статтю присвячено аналізу понятійно¬-категоріального апарату дослідження гендерної демократії в системі публічного управління. На підставі проведення аналізу категорій "гендер", "рівність", "гендерна рівність", "дискримінація" проаналізовано поняття "гендерна демократія", дозволило з'ясу¬вати її сутність; обгрунтовано необхідність формування та реалізації гендерної політики; представ¬лено власну точку зору щодо визначення гендерної демократії та її значення в системі публічного управління в Україні. Визначено, що гендерна демократія — це система нормативно впорядкованих та передбачених політико¬-правовими принципами прав, свобод та обов'язків жінок і чоловіків, забезпечення можли¬вості їх рівноправного виконання та дотримання у всіх сферах державно-¬громадської діяльності, вра¬ховуючи гендерні інтереси та потреби за допомогою відповідного правового механізму реалізації. The article is devoted to the analysis of the conceptual and categorical apparatus of the continued gender democracy in the system of public administration. On the basis of the analysis of the categories "gender", "equality", "gender equality", "discrimination", the concept of "gender democracy" was analyzed, allowed to clarify its essence; outlined the need for molding and implementation of gender policy; presents a good point of view on the importance of gender democracy and its importance in the system of public administration in Ukraine. It has been established that gender democracy is a system of normative regulation and transfer of political and legal principles of rights, freedom and obov'yazkіv women and people, security of the possibility of their equal rights and dotrimannia in all spheres of state¬-cumulative activity, wage and gender interests and use for the help of a competent legal implementation mechanism. In the process of completion, the whiskers were broken up, which is the basis for the process of the development of a democratic state and guaranteeing the equality of the rights of a person. Safeguarding the legal balance, balancing the needs and interests of other people, social groups, creating mechanisms for the prevention of conflicts of interests and their differences in the specifics of the constitutional principle of equality of rights and freedoms of people. However, in Ukraine, there is a need for a development between women and people in the system of public administration, desecure gender balance, which is the basis of this foundation in various life spheres. It is proved that for the current stage of functioning of the Ukrainian state and Ukrainian society the priority should be to ensure gender equality based not only on the formation and maintenance of mutual relations, but also the division of responsibilities between equal partners, men and women. It is this gender equality that will make it impossible to violate equality in various spheres of life, including in the sphere of making socially significant political decisions. It is determined that gender democracy in the system of public administration should become a means of achieving social justice and a mechanism for human development. Because the basis of modern public administration is the interaction of public power and society, which is realized in a democracy, because this type of political power is realized in the context of a society of events and real socio¬economic, political and cultural conditions.
