Узагальнення історичного досвіду становлення та розвитку державноприватного партнерства

Abstract

У статті наведено результати дослідження щодо історичного досвіду та розвитку державно-приватно¬го партнерства на основі критичного опрацювання наукових джерел, навчальних ресурсів, даних прак¬тичного досвіду відображених у системі індексів та індикаторів міжнародних глобальних рейтингів. Ак¬ центовано увагу на потребі залучення додаткових інвестицій та капіталовкладень в умовах інтенсифікації міжнародної конкуренції на світових ринках. Узагальнення світового досвіду дало можливість виокреми¬ ти основні етапи становлення механізму та їх характерні ознаки; виділити тенденції розвитку впродовж останніх років до сьогодення. З'ясовано, що переважна частина світових кейсів акумулювання ресурсів державних та неурядових організацій зосереджена на інфраструктурних проєктах, зокрема будування доріг, мостів, залізничних шляхів; однак, за даними минулого десятиліття, спостерігається зміна вектору до сектору електроенергетики. Розглянуто сучасний стан реалізації державно-¬приватного партнерства у сфері надання освітніх послуг. Охарактеризовано принципи та основні характеристики державно-¬при¬ватного партнерства, на основі яких надано авторське трактування досліджуваного терміну. Досліджено стан реалізації проєктів на базі державно-¬приватного партнерства. Висвітлено дані дослідження Світо¬вого банку за 2021 рік щодо застосування та кількості ініційованих проєктів, їх інвестування. На базі ниж¬ченаведених даних корельовано сферу застосування додаткових інвестицій та досвіду з боку приватного партнера з позиціями, які займають країни. З'ясовано, що сфери освіти та охорони здоров'я становлять найменший кластер у застосуванні в рамках проєктів співробітництва держави та приватних стейкхол¬дерів. Визначено, що практика ретроспективного аналізу реалізації державно¬-приватного партнерства стає необхідним елементом у руслі імплементації кращих світових практик в Україні та визначення стра¬тегічних напрямів, моделей та форм з ціллю успішного впровадження та напрацювання позитивних кейсів. In the article, the results of the analysis of the historical evidence and the development of state¬-private partnership on the basis of a critical evaluation of scientific resources, primary resources, and practical evidence of the system of indices and indicators of international global ratings were given. Emphasis was placed on the need for additional investments and capital investment in the minds of the intensification of international competition in the world markets. The study of light evidence gave the possibility of viocremity of the main stages of the formation of the mechanism and their characteristic signs; see trends in the development of the remaining years until today. It is stated that the most important part of the light cases is the accumulation of resources of the state and non¬standard organizations, which are invested in infrastructure projects, the construction of roads, bridges, transshipment roads; however, for the last ten years, a change in the vector to the electricity sector is expected. The current state of implementation of state¬-private partnership in the field of lighting services has been reviewed. The principle and main characteristics of state-¬private partnership are characterized on the basis of any given author's interpretation of the term. The implementation of projects on the basis of state¬ private partnership has been completed. The report of Svitovy Bank for 2021 has been shown, as well as the number of projects initiated and invested. On the basis of lower-level data, the sphere of stagnation of additional investments and the presence of a private partner with positions, such as occupying the country, are correlated. It has been established that the sphere of education and health care should become the smallest cluster among the stasis of private stakeholders within the framework of the projects of public relations between the state and private stakeholders. It has been shown that the practice of retrospective analysis of the implementation of state¬-private partnerships is becoming an essential element in the direction of the implementation of the shortest world practices in Ukraine and the designation of strategic directions, models and forms of successful promotion and development of positive cases.
