Формування позитивного іміджу державних службовців в Україні в умовах цифрової трансформації

Abstract

У статті досліджено питання шляхів удосконалення іміджу державного службовця під впливом процесів цифровізації у країнах, що належать до Європейського Союзу та Україні, визначено основні напрями політики та конкретні заходи окремих європейських держав щодо поліпшення іміджу органів державної влади. Ідентифіковано та проаналізовано суть деяких цифрових змін та нововведень в Україні як одних з найбільш дієвих факторів поліпшення ставлення громадськості до системи державного управління та формування позитивного іміджу його представників, з'ясовано деякі базові особистісні чинники впливу на якість та ефективність роботи державного службовця, які безпосередньо впливають на ставлення таких осіб до своєї діяльності, що прямо відображається на образі представників влади, який формується у свідомості населення держави. The article is devoted to the impact of digital transformation on improving the image of civil servants in the European Union and Ukraine. The article researches the issues of ways to improve the image of civil servants under the influence of the digitalization processes in the countries that are members of the European Union and in Ukraine. The key actions of formation and implementation new policy measures to digitalize some public services in the Republic of Poland, Federal Republic of Germany, the Republic of Finland and in the Republic of Estonia are analyzed. The main consequences of some specific measures that were created for improvement the image of public authorities in that European countries are highlighted. The article also identifies and analyzes the essence of some digital changes and innovations in Ukraine as one of the most effective factors in the process of making better social attitudes towards public administration and forming a positive image of civil servants in Ukraine. The underlying personal factors having influence on the quality and efficiency of civil servants' work are determined. Generalized personal factors with the help of the sociological research was established, and it was found that the most important of them were job satisfaction, material security, self-development and self-improvement, interest to work, benefit for the individual and society as a whole. It was identified that personal factors directly affect the attitudes of civil servants towards their professional activities, which is reflected in the image of the government officials. It is concluded that the digitalization makes it possible to remove the negative stereotypes about the professional activity of civil servants. But the formation of the image of civil servants in the context of digitalization process has certain features. It was determined that the necessary steps to increase the image of civil servants in Ukraine should be: bridging the existing digital divide among the population, taking care not only of the formation of digital skills of ordinary citizens, but also to improve the digital competencies of civil servants themselves.
