Збалансований розвиток землекористування в Європейському Союзі та пріоритети його ведення в Україні

Abstract

Метою статті є вивчення європейських перспектив збалансованості ведення виробництва на землі та обгрунтуванні пріоритетів його ведення в українському просторі. У статті заначено, що збалансований розвиток землекористування забезпечує пріоритетні можливості для економіки і для забезпечення конкурентоспроможності в цілому. Проаналізовано праці вчених стосовно визначення поняття збалансованого землекористування. Висвітлено пріоритети ведення збалансованого землекористування в країнах Європейського Союзу, які можливо впровадити в українську економіку. Сформовані перспективи збалансованого землекористування на Україні, якот: прийняття екологічно обгрунтованих рішень ведення збалансованого виробництва на землі, впровадження принципу екоефективності, впровадження збалансованих методів управління земельними ресурсами на регіональному та місцевому рівні, забезпечення прозорості та доступності інформації про систему землекористування, забезпечення територіально-просторового планування системи управління земельними ресурсами, відтворення потенційної продуктивності грунтів, ведення дієвого внутрігосподарського землеустрою, оптимізація землекористування, ведення екологобезпечного виробництва та забезпечення диверсифікації виробництва на землі. The purpose of the article is to study European perspectives of balance of production on the land and justification of priorities of its conduct in Ukrainian space. The article notes that balanced development of land use provides priority opportunities for the economy and for competitiveness in general. The literature on the definition of balanced land use has been analyzed. Priorities for balanced land use in European Union countries, such as soil monitoring, are highlighted, which will encourage premature identification and prevention of soil fertility degradation; ensuring an ecologically balanced balance of land, which will contribute to optimizing the structure of agricultural landscapes; introducing a policy of ecologically oriented management and ecological housekeeping, that will encourage environmentally sound land use; rationalization of land use, ecologically safe production and adoption of environmentally sound technologies, which will help to offset the cost of damage to the environment; development of organic agriculture, alternative farming system, which will initiate the implementation of the optimal practical solutions towards a balanced use of land; green training, land leasing, attention to the priorities of the land market, spatial planning of land use, which will contribute to the creation of more favourable management conditions. It is noted that these priorities can be introduced into the Ukrainian economy. Prospects for a balanced use of land in Ukraine have been established, such as the adoption of environmentally sound decisions on balanced production on land and the introduction of the principle of eco-efficiency, Introducing balanced land administration at the regional and local levels, ensuring transparency and accessibility of information on the land administration system, ensuring spatial planning of the land administration system, reproduction of potential soil productivity, maintenance of efficient internal land administration, optimization of land use, ecologically safe production and diversification of production on land. Practical value of this research is that gained results and recommendations can be used by land arrangement and land evaluation organizations, agencies of executive power and institutions of local governing and other physical and legal entities.
