Трансформація інституціонального середовища інноваційного підприємництва в контексті децентралізації системи державного управління в умовах пандемії COVID-19, діджиталізації та сталого розвитку

Abstract

У статті розглянуто трансформацію інституціонального середовища інноваційного підприємництва в контексті децентралізації системи державного управління в умовах пандемії COVID-19, діджиталізації та сталого розвитку. Доведено, що дифузії інновацій та їх проникнення в економічне, соціальне, політичне середовище буде різнитися у часі та обумовлюватися певними домінантами політичного руху, типу економічної системи та чисельними чинниками, що надходять з зовнішнього середовища і здійснюють вплив на поточні вектори державного розвитку. Інструменти державного впливу за таких умов повинні відповідати індивідуально-історичній національній моделі з активно функціонуючій в ній інституціональній матриці, а також взаємо-узгоджуватися з іншими вже діючими механізмами державного регулювання в умовах пандемії COVID-19, діджиталізації та сталого розвитку. The article considers the transformation of the institutional environment of innovative entrepreneurship in the context of decentralization of public administration in a pandemic COVID-19, digitalization and sustainable development. It is proved that the diffusion of innovations and their penetration into the economic, social, political environment will vary over time and be determined by certain dominants of the political movement, type of economic system and numerous factors coming from the external environment and influencing current vectors of state development. Under such conditions, the instruments of state influence should correspond to the individual-historical national model with an actively functioning institutional matrix, as well as to coordinate with other existing mechanisms of state regulation in the context of the COVID-19 pandemic, digitalization and sustainable development. The inert development of innovative entrepreneurship confirms the need to develop an effective adaptation strategy of state regulation of innovation in the national economy. For the development of Ukraine's economy based on innovation, there is a need to provide favorable conditions for the creation of new and functioning of existing innovative enterprises in industry, attracting domestic and foreign investors to the national business system. Globalization trends, changes in consumer demands in the national and global economy, along with the rapid growth of competition among producers and the regression of entrepreneurial activity due to the coronavirus pandemic cause changes in the formation, accumulation and accumulation of innovation potential. This process necessitates increased information exchange, accelerated innovation, increased production, search for sources of foreign investment, which requires the removal of administrative barriers, increased cooperation between the state, infrastructure and business. The institutional environment of innovative entrepreneurship in the current trends is changing and transforming. Institutional traps and market failures should not be the cause of inert development of innovative entrepreneurship.
