Еволюція сучасної моделі дипломатії

Abstract

У статті викладено результати теоретичного аналізу еволюції сучасної моделі дипломатії. Дипломатія в умовах сьогодення має брати активну участь у міжнародному спілкуванні, відповідно реагуючи на нові виклики ХХІ ст. та адаптуючи форми й методи дипломатичної діяльності до вимог сучасності. У результаті дослідження виявлено основні тенденції розвитку міжнародних відносин у наш час. Глобалізація відкрила нові види здійснення дипломатії. Так, з’являється транскордонна дипломатія, що є новим для міжнародних відносин. Відхід від принципів вирішення питань з позиції сили та дедалі більший взаємозв’язок між державами зумовили виникнення нового методу ведення дипломатії через призму економічних відносин. Дипломатична діяльність разом із процесами демократизації суспільства зробили політичне життя більш публічними. В процесі розбудови громадянського суспільства сформувалися такі обставини, за яких держава не може більше самостійно вести зовнішні стосунки, а зобов’язана враховувати і погляди своїх громадян. Це зумовлює прихід на міжнародну арену й недержавних акторів, які помітно змінили традиційну структуру міжнародних відносин, а отже й дипломатію. Виокремлено та охарактеризовано зміни в дипломатичній діяльності за останні роки. Багатосторонні переговори і багатостороння дипломатія породжують ряд нових моментів у дипломатичній практиці. Виникнення дедалі більшої кількості регіональних утворень, добровільне делегування їм частини свого суверенітету внаслідок процесів регіоналізації значно вплинули на розвиток дипломатії в кінці ХХ століття. Розвиток засобів комунікації в XX ст. сильно вплинув на інформаційнокомунікативну функцію дипломатії. Без сумнівів, сучасна модель дипломатії, що з’явилась завдяки державному суверенітету та системі рівноваги, сьогодні переживає етап глибокої кризи, виклик тектонічними зсувами, що зачепили основи дипломатії як такої. The article presents the results of a theoretical analysis of the evolution of the modern model of diplomacy. Diplomacy in today’s conditions should take an active part in international communication, responding to the new challenges of the XXI century and adapting the forms and methods of diplomatic activity to the requirements of the present. The study has identified the main trends in the development of international relations in our time. Globalisation has opened up new types of diplomacy. Thus, cross-border diplomacy is emerging, which is new for international relations. The departure from the principles of resolving issues from a position of strength and the growing interconnectedness between states have led to the emergence of a new method of conducting diplomacy through the prism of economic relations. Diplomatic activity, along with the processes of democratisation, has made political life more public. The development of civil society has created circumstances in which the state can no longer conduct foreign relations on its own, but must take into account the views of its citizens. This leads to the arrival of non-state actors on the international scene, which has significantly changed the traditional structure of international relations and, consequently, diplomacy. The article identifies and characterises changes in diplomatic activity in recent years. Multilateral negotiations and multilateral diplomacy give rise to a number of new aspects in diplomatic practice. The emergence of an increasing number of regional entities, the voluntary delegation of part of their sovereignty to them as a result of regionalisation processes, significantly influenced the development of diplomacy in the late twentieth century. The development of communication means in the twentieth century greatly influenced the information and communication function of diplomacy. There is no doubt that the modern model of diplomacy, which emerged thanks to state sovereignty and the system of balance, is currently experiencing a deep crisis, challenged by tectonic shifts that have affected the foundations of diplomacy as such.
