    <summary type="text">Title: The impact of European standards of a fair trial on the realisation of the right to judicial protection and the development of restorative justice in administrative proceedings in Ukraine

Abstract: The purpose of the study was to examine the level of compliance of Ukraine’s legislation and judicial practice with European standards of a fair trial emphasising their influence on the development of restorative justice principles. The methodology included systemic analysis, a comparative-legal approach and content analysis. The study established that administrative justice in Ukraine largely corresponded to European standards, but problems existed in the field of accessibility, the efficiency and the enforcement decisions. It was revealed that the key challenges remained the length of proceedings, insufficient implementation of the practice of the European Court and limited access. The introduction of restorative approaches in administrative justice, in accordance with European principles, was found to promote dialogue between citizens and the state, the restoration of violated rights and trust in public institutions. It was established that the introduction of European standards contributed to strengthening the protection of citizens’ rights. Analysing the Ukrainian experience through the lens of restorative justice and European standards revealed ways to ensure a fair and humancentered trial, such as reinforcing restorative procedures, strengthening judicial independence, improving judicial decision enforcement, and increasing citizens’ access to justice.

Abstract: Aim: The purpose of the article is to reveal the relationship between the concepts of combating and countering drug crimes (administrative and criminal aspects). Methods: The methodology of the article on the topic “Theoretical principles of the concepts of combating and countering drug crimes (administrative legal and criminal legal aspects)” is usually based on a combination of general scientific and special legal methods. Since the article is devoted to the delimitation and clarification of legal categories (“combat” and “counteraction”), the key emphasis is placed on logical-philosophical and normative analysis. Results: Prevention and counteraction to crime are two sides of law enforcement influence, which is why they complement each other in their essence and content and, in this regard, have a single system of subjects and legal principles. After all, high-quality crime prevention significantly facilitates the process of countering it, as well as ensuring the inevitability of punishment for all those involved in committing socially dangerous acts. Conclusion: It is proven that the concept of “countering drug crime” is a modern scientific category, which in terms of content significantly exceeds the term “fight”. If the fight is focused on post-factum response (detection and punishment of already committed acts), then counteraction is a systemic strategy that combines preventive, regulatory, law enforcement and rehabilitation measures.

    <summary type="text">Title: State regulation and administration of human capital development in war and post-war conditions

Abstract: During the war, the development of human potential has acquired the status of a key problem in terms of socio-economic stability for Ukraine, resulting in analysis and reflections on what is happening and how to overcome it. This is a relevant subject because of the massive demographic losses, educational shortcomings and structural changes in the labor market that the country faces as part of its long-term prospects for recovery. Effective state policy and digital tools to foster human potential are especially important within the context of these processes. The purpose is to determine the main trends of change in Ukraine’s human capital during war and postwar time, their impact on labor market and education system. The methodological foundation was the generalization of data from official statistics, a comparative analysis of the dynamics of indicators for 2019–2024, and structural-logical modeling. The outcome witnessed a stark decline of the human capital index, reduction in the working age population, an increase in the IDP figure as well as a drop in employment rate; all pointing to a deepening of socio-economic instability. It has been shown that the worst problems are associated with destruction of educational infrastructure, inequality in access to digital resources and the increase of psychosocial risks preventing an influx of competencies in future generations. At the same time, the possibility of digitalization and new educational models as counter-factors which could maintain human capital activities under a limited-resource regime has also been profiled. Institutional competencies of public policy in the labour market, social protection and regional development areas have been studied providing a diagnosis of the most effective ones. The impact of the results in practice can manifest in a new approach to the development of post-war recovery programs, retraining programs and creation of regional competences centers and digital infrastructure modernization for the human resources management.

Abstract: Modern Ukrainian society has been in conditions of active military operations for several years, which have caused disruption of sleep patterns, lack of proper rest, and a sense of security, which has led to a state of chronic stress. The main role in protecting the body from stress factors, regulating sleep, and implementing adaptive reactions belongs to the pineal gland and the hormone it synthesizes – melatonin. However, prolonged exposure to stress factors leads to disruption of the functional activity of the pineal gland, which manifests itself not only at the cellular level but also in the state of the vascular bed. The aim of the work was to study morphological changes in the state of the extraorgan vascular bed and rheological properties of the pineal gland blood under conditions of chronic stress. The study was conducted on 12 adult white male Wistar line rats, which were divided into control and experimental groups. Animals in the control group were kept under normal vivarium conditions without the influence of additional factors. Animals in the experimental group were subjected to chronic stress by forced swimming for 60 minutes a day for 10 days. To study the state of the vascular bed of the pineal gland, morphological, morphometric, and statistical research methods were used. During the study, morphological manifestations of extraorgan blood circulation disorders in the pineal gland were detected, manifested by changes in the rheological properties of the blood and the restructuring of the walls of venous and arterial blood vessels. It was established that violations of the rheological properties of blood in venous vessels were manifested by blood separation, aggregation and lysis of erythrocytes and stasis, and in arterial vessels – by the practically absence of erythrocytes in the lumen of the vessels. Morphological changes in the state of the vascular wall in the veins were manifested by endothelial cell hypertrophy, stretching and thinning of the vascular wall, and its ruptures. In arterial type vessels, hypertrophy and edema of endothelial cells and spasm of muscle cell membranes were detected. Thus, the detected morphological changes indicate impaired blood circulation and slowing of blood flow, which leads to hypoxia of the pineal gland parenchyma.
