Title: Регулювання виробництва в аграрному секторі України із застосуванням механізмів бюджетного та позабюджетного інвестування Authors: Драган, І. В.; Дацій, Н. В.; Антонова, Л. В. Abstract: Обгрунтовано актуальність та необхідність державного регулювання виробництва в аграрному секторі в умовах геополітичної напруженості і міжнародних військових і політичних конфліктів із застосуванням бюджетного та позабюджетного інвестування. Здійснено систематизацію наукових поглядів з питань напрямів та інструментів регулювання аграрного сектора. Проведено аналіз ефективності функціонування суб'єктів господарювання аграрного сектору та надано оцінку ефективності системи державної підтримки аграрного виробництва. Визначено актуальні напрями вдосконалення функцій держави в кризових умовах та необхідності посилення державного регулювання аграрного сектора економіки. Розкрито зміст факторів, що обмежують взаємодію та механізми узгодження компонентів системи регулювання аграрного сектору. Обгрунтовано пріоритети регулювання розвитку аграрного сектору, які включають адаптацію нормативно-правової бази до сучасних економічних реалій, створення комплексу умов інвестиційного характеру для прискореної техніко-технологічної модернізації виробництва, розвиток інституційного середовища, підтримку підприємництва, сприяння державно-приватному партнерству, прискорене формування соціальної та виробничої інфраструктури сільських територій. Запропоновано концепцію взаємодії держави із суб'єктами господарювання в аграрному секторі, яка враховує формування передумов та можлтві наслідки відповідного регулювання, а також організаційно-правові та економічні відносини. Вона спрямована на узгодження потреб суб'єктів господарювання із фінансовими можливостями держави, та грунтується на взаємозалежності самоорганізації й правової регламентації виробничої і торговельної діяльності господарств аграрного сектору. Реалізація наведеної концепції передбачає етап партнерсько-підтримуючого співробітництва та етап стимулюючої взаємодії. Передумовами її практичного реалізації визначено: перехід інноваційні технології виробництва та реалізації агропродукції; скорочення господарських втрат; компенсація господарських витрат на закупівлю добрив, насіння, кормів й сільгосптехніки з державного бюджету; забезпечення бюджетного та позабюджетного фінансування досліджень кон'юнктури аграрних ринків. The relevance and necessity of state regulation of domestic agricultural production in the conditions of geopolitical tensions and international military and political conflicts are substantiated. A systematization of scientific views on issues of directions and instruments of state regulation of the agrarian sphere was carried out. A comprehensive analysis of the efficiency of the functioning of agricultural holdings was conducted and an assessment of the effectiveness of the system of state support for agricultural production was provided. Current directions for improving state functions in crisis conditions and the need to strengthen state regulation of the agrarian sector of the economy have been identified. The contents of the factors that limit the interaction and mechanisms of coordination of the components of the system of state regulation of the agrarian sphere are disclosed. As a result of the constructive study of fundamental concepts, institutional regularities and modern transformations, as well as on the basis of the complex use of the fundamental, market, crossindustry, anti-risk and regulatory approach, the author's vision of the regulation of the agrarian sector was developed. It is characterized as a system of organizational and economic relations between state bodies and commodity farms in order to achieve the trajectory of sustainable development due to the management of resource-supplementing and resource-substituting components. In this system, formal rules take state support of agricultural producers beyond the boundaries of agricultural industries, as they are implemented not only in the production sphere of the agro-industrial complex, but also in the sector of circulation of food products. The priorities of agrarian policy are substantiated, which include the adaptation of the legal framework to modern economic realities, the creation of a set of conditions for accelerated technical and technological modernization of production, the development of the institutional environment, support for entrepreneurship, promotion of privatestate partnership, accelerated formation of the social and industrial infrastructure of rural areas. The concept of the interaction of the state with economic entities in the agricultural sector is proposed, which takes into account the influence on the formation of prerequisites and consequences of the relevant regulation, as well as organizational, legal and economic relations.It is aimed at harmonizing the needs of business entities with the financial capabilities of the state, and is based on the interdependence of self-organization and legal regulation of production and trade activities of enterprises. The implementation of the given concept involves the stage of partnership-supporting cooperation and the stage of stimulating interaction. The prerequisites for its practical implementation are defined as: the transition to innovative technologies for the production and sale of agricultural products; reduction of economic losses; compensation of economic expenses for the purchase of fertilizers, seeds, fodder and agricultural machinery from the state budget; provision of budgetary and extra-budgetary funding for studies of agricultural market conditions.

Abstract: Метою статті є проведення оригінального дослідження, що передбачає визначення напрямків відновлення сільських територій у післявоєнний період. В процесі дослідження викладено напрями відновлення сільських територій у повоєнний період, основними з них є проведення детального агрохімічного обстеження, комплексної екологічної оцінки, моніторингу грунту, встановлення точних показників вмісту шкідливих речовин у грунті, розробка алгоритму відновлення родючості грунту, відновлення іригаційної інфраструктури, проведення заходів, що передбачають фінансову підтримку міжнародних фінансових інституцій, повноцінне відновлення роботи Державного земельного кадастру, відновлення роботи селянських фермерських та приватних господарств, відбудова агровиробництва та відновлення виробничих потужностей у повоєнний період, диверсифікація виробництва та приплив інвестицій, формування на селі структур на кластерній основі, міжнародне науково-технічне співробітництво, державна підтримка сільськогосподарських товаровиробників, виконання стратегій сталого розвитку, що передбачають відродження територій, взаємодія з науково-дослідними установами. The purpose of the article is to conduct an original study aimed at identifying the directions of rural areas' recovery in the post-war period. The current state of agricultural production in Ukraine is analysed. The author suggests that it is necessary to study the directions of rural areas' restoration in the post-war period in order to revive production on the land and ensure the functioning of a full-fledged viable environment. The author substantiates his own vision of the priority areas of rural reconstruction in the post-war period. It has been established that a detailed agrochemical survey is required to establish accurate indicators of the content of substances in the soil, to assess the correctness of the material damage caused, and then, based on a detailed analysis of the soil and the content of indicators in it, to develop an algorithm for restoring soil fertility. A comprehensive environmental assessment and soil monitoring is required. It is necessary to restore irrigation infrastructure and invest in irrigation and drainage systems. It is noted that it is important to secure financial support from international financial institutions. It is necessary to restore the full operation of the automated system of the State Land Cadastre. It is necessary to restore the work of small and medium-sized farms, private farms, private households, and to expand opportunities for farms through their cooperation in the post-war period. In addition, it is noted that it is necessary to reconstruct agricultural production on land. It is suggested that diversification of production and investment inflows are important. There is a need to form cluster-based structures in rural areas, which will increase the efficiency of using funds allocated for rural development. It is important to ensure international scientific and technical cooperation. State support for agricultural producers, implementation of sustainable development strategies that include the revival of territories, and cooperation with research institutions are priorities.
