Управління впливами основних екологічних факторів закладів охорони здоров'я на безпечність навколишнього середовища: міжнародний досвід

Abstract

У статті здійснено аналіз міжнародного досвіду використання і управління екологічними ресурсами в закладах охорони, який дозволив визначити три основні екологічні компоненти закладів охорони здоров`я (повітря, вода та відходи), які мають вплив як на здоров'я залучених осіб, так і на навколишнє середовище поза лікарнею. Показано, що управління цими ресурсами та відходами — це комплекс заходів з участю різних зацікавлених осіб (пацієнти, медичний та немедичний персонал лікарні, відвідувачі), щодо мінімізації їхнього негативного впливу. Ці заходи включають низку інструментів: оцінку, планування, впровадження, моніторинг, реагування тощо; врахування особливостей будівель, специфіки діяльності, фінансових можливостей; навчання та мотивація персоналу, їхнє розуміння та зацікавлення. Отже, для країн, які розвиваються, в тому числі і України, управління екологічними ресурсами — це новий та перспективний напрямок в менеджменті. Незважаючи на гостроту та актуальність проблематики, що підтверджено аналізом міжнародних досліджень, існує низка невирішених питань: — бракує комплексних досліджень, навіть в розвинених країнах, які б висвітлювали функціонування та вплив кількох екологічних компонентів ЗОЗ одразу; — існує потреба в розробці алгоритмів та інструментів їх менеджменту. Вивчення міжнародного досвіду вкрай важливе для України, оскільки дана тематика лише починає розвиватись в нашій державі, особливо в світлі світових тенденцій відповідального використання ресурсів, в тому числі з економічної точки зору. Саме тому дуже важливо враховувати ці питання в сучасній програмі реформування охорони здоров'я. Environmental services management in healthcare facilities is an important component for ensuring the quality of medical care and allows for reducing the burden on the environment, the institutional economy, and the health of the persons involved (patients, attendants, and medical personnel). The aim of this review was to study the international experience regarding the use and management of environmental resources in healthcare facilities and to outline the direction of further research in this area. A review of studies was carried out, and made it possible to identify three main environmental components of healthcare facilities (air, water, and waste), which have an impact on both the health of the persons involved and the environment outside the hospital. It is shown that the management of these resources and waste is a complex of measures with the participation of various interested parties (patients, medical and non-medical staff of the hospital, and visitors). These measures include a range of tools: assessment, planning, implementation, monitoring, response, etc.; taking into account the characteristics of buildings, the specifics of activities, financial opportunities; staff training and motivation, their understanding and interest For developing countries, including Ukraine, environmental resource management is a new and promising direction in management. Despite the acuteness and relevance of the problem, which is confirmed by the analysis of international studies, there are a number of unresolved issues: — there is a lack of comprehensive studies, even in developed countries, that would highlight the functioning and impact of several environmental components at once; — there is a need to develop algorithms and tools for their management. The study of international experience is extremely important for Ukraine, as this topic is just beginning to develop in our country, especially in light of global trends in the responsible use of resources, including from an economic point of view. That is why it is very important to take these issues into account in the modern healthcare reform program.
