Ринкові відносини у системі вищої освіти – об'єктивна закономірність соціально-економічного розвитку суспільства

Abstract

Обгрунтовано умови розвитку ринку у системі освіти: реалізація принципу децентралізації управління освітою шляхом розмежування компетенцій, повноважень та відповідальності між її різними рівнями. Доведено необхідність розгляду значно більшої кількості альтернатив при прийнятті рішення про інвестування коштів у освіту як для органів управління, так і для окремих закладів освіти, підприємств та громадян. Викладено причини розвитку ринкових механізмів в освітній сфері з позицій біологічної еко¬номії. Представники цього напряму розглядають економіку як аналогію екологічної системи, що має специфічні особливості. Визначено, що якщо попит є найголовнішим обмежувачем зро¬стання тієї чи іншої галузі, то єдиним способом виживання та процвітання для будь-¬якої фірми чи галузі має бути задоволення попиту споживачів. Це можна зробити двома способами: або спеціалізуватися на виробництві специфічних товарів, попит на які є постійним, але не висо¬ким (з позицій біології це буде називатися захопленням екологічної ніші, що пустує), або ви¬пускати загальнопоширену продукцію з витратами нижчими, ніж у конкурентів. Доведено, що особливості модернізації освітньої системи визначаються тим місцем, яке займає освіта в сучасному стійкому розвитку національної економіки, а також тим, що освіта перетворюється на одну з найширших і найважливіших сфер людської діяльності, яка найтіс¬нішим чином переплетена з усіма іншими сферами життя: економікою, політикою, сферами як матеріального виробництва, так і духовного життя. Проведений аналіз показав, що розвиток ринку освітніх послуг в Україні лише тоді призво¬дить до значних позитивних ефектів, коли дотримуються такі умови: має існувати реальна кон¬куренція між виробниками освітніх послуг; можливість фіксувати при укладанні договорів, на¬самперед, вимоги щодо якості освітніх послуг, а не тільки їх кількісні характеристики. The conditions of market development in the education system are substantiated: implementation of the principle of decentralization of education management by delimitation of competencies, powers and responsibilities between its different levels. The necessity of considering a much larger number of alternatives when deciding on investing in education for both government agencies and individual educational institutions, enterprises and citizens has been proved. The reasons for the development of market mechanisms in the field of education from the standpoint of biological economy. Representatives of this trend consider the economy as an analogy of the ecological system, which has specific features. It is determined that if demand is the main constraint on the growth of an industry, then the only way to survive and prosper for any company or industry should be to meet consumer demand. This can be done in two ways: either to specialize in the production of specific goods, the demand for which is constant but not high (from the standpoint of biology it will be called the capture of an empty ecological niche), or to produce common products at lower costs than competitors. It is proved that the peculiarities of modernization of the educational system are determined by the place of education in the modern sustainable development of the national economy, as well as the fact that education is becoming one of the broadest and most important spheres of human activity. politics, spheres of both material production and spiritual life. The analysis showed that the development of the market of educational services in Ukraine only leads to significant positive effects when the following conditions are met: there must be real competition between producers of educational services; the ability to record when concluding contracts, first of all, the requirements for the quality of educational services, not just their quantitative characteristics. There are at least two ways to capture and control the quality of educational services. The first way is to record certain factors and conditions for the provision of educational services. This path is realized in the form of development of the system of licensing, certification and accreditation of educational institutions. The second way is to involve the end users in assessing the quality of educational services provided on a contract basis. The development of market relations in the education system involves the use of both methods of quality control of educational services provided on a contractual basis.
